While the vast majority of Pokémon you can meet in Pokopia are unlocked by building Habitats, there are some rarer ones that have special ways of being recruited. Phione is one such Pokémon in the Bubbly Basin region.
Pokémon who cannot be unlocked by building Habitats are some of the toughest ones to meet, as a lot of the process generally comes down to luck. To fill out your Pokédex, though, you’ll have to take on this daunting task, so here’s how to get Phione in Pokopia.

How to find Phione in Pokopia

Phione can only be found and befriended on the Bubbly Basin Dream Island, which can be visited using the Starmie Doll. To initiate this process, you need to get the Starmie Doll, place it somewhere, and interact with it to summon Drifloon to whisk you off to the Dream Island associated with it.
When visiting any Dream Island, there’s only a chance that a special unlockable Pokémon will be present there. This means you may be able to find Phione on your very first trip to the Bubbly Basin Dream Island, or that it instead may take several tries before you encounter them. You can only visit once per day, so if Phione isn’t there on your first visit, you’ll have to wait and try again on the following day.
Instead of scouring every inch of the Dream Island to look for a Pokémon who may or may not be present, start by opening your Pokédex as soon as you land on the island. Look for the list of entities that are present. If it’s just you and Drifloon listed here, Phione isn’t present. If you see a question mark icon, though, Phione is there, which means it’s time to get to work finding them.

On the Bubbly Basin Dream Island that you can visit using the Starmie Doll, you can find Phione in a walled-off, brick room hidden somewhere around the area. You’re looking for dark grey/tan brick blocks with a few solid dark pink blocks as accents.
The exact location of Phione’s room varies on each Dream Island, so there’s no way to know where it’ll pop up for you. It always has a distinctly different look from everything else on the island, though, so it’s easy to spot once you know what you’re looking for.
Generally, Phione’s room tends to be tucked away deep in an underwater cave. It’s sometimes a bit blocked by rocks you have to use the Rock Smash ability on to clear a path, while other times, it’s accessible and directly in plain sight. Regardless of where it is, though, the outer layer always looks the same, so keep a close eye on your environment as you explore the Dream Island.

Once you do manage to find Phione, a special cutscene will play. You can then chat with them, and they’ll ask if you can help them find a new place to live, which means you get to take them back to your island, thus officially unlocking them.
