Oh, hey, would you look at this video. It’s Chitoge Kirisaki from the rom-com manga (and also anime) Nisekoi as a playable character in Super Mario Maker.

To unlock her costume, just clear the level “Nisekoi: Chitoge & Kosaki” or “Nisekoi: Tsugumi & Marika” from the Event Courses page. Both were designed by series creator Naoshi Komi.
