Somebody a lot smarter, and more dedicated to excruciatingly difficult rhythm games, than I am has translated all of the vital information that you’re likely to need. Keep in mind that these translations are for Moero! Nekketsu Rhythm Damashii Osu! Tatakae! Ouendan 2, which is different from any (hopefully) upcoming Elite Beat Agents sequel. And by different I meant that Ouendan is all Japanese and scary and that EBA is all Western and still kind of scary.
