You can get mounts in Ninja Time by completing a specific quest given by the Kaba NPC in Leaf Village. To start the quest, you have to reach level 22, which is easy if you just follow the main story. Once you’ve got the levels, find the Kaba NPC along the riverbank and accept the “A Good Companyquest from him.

The mount quest itself has only one completion requirement: travel 500,000 meters in Ninja Time. If you just continue doing your missions, you will complete this quest in only a few minutes.
