At the time of writing, the easiest way to find a Dratini in Pokémon Legends Z-A is to head to Vert Sector 6 and then travel to Restaurant Le Nah. Once you have arrived, climb the ladder outside the restaurant to reach the rooftop, where you will find a Dratini.
