Halloween: The Game has several Civilians for you to use to escape the clutches of Michael Myers, and some of them will be locked. While the game does provide you with a handful of options, most of them will have to be unlocked by completing certain in-game tasks.
Each of them also offer various cosmetic options to customize their looks.
How to unlock all Civilians in Halloween: The Game

The only names missing on the table above are Laurie Strode, Richard Hawthorne, and Alexis Purcell. If you’re wondering why, it’s because they’re locked behind the Digital Deluxe Edition. There’s no alternate way to unlock these three characters.
If you’re looking to find out how to unlock all the outfits, refer to this guide. The outfits don’t offer any direct in-game advantage, and they just alter the looks of your survivors.
Additionally, you can also unlock plenty of extra cosmetics for every Civilian. Some of them are part of the chapter challenges so unlocking them will require a fair amount of time.
