Halloween: The Game has a number of different Civilians to use in multiplayer modes when you go up against Michael. As a Civilian, you have to make do of whatever you can find to survive the night and escape (in ideal situations).
The job is easier said than done, and you’ll also need to complete certain objectives along the way. In this guide, I will give you a brief explanation about the best ones to use.

Complete Halloween: The Game Civilians tier list
Before I deep dive, it’s important to know that every Civilian has their unique use-case scenarios. However, I have analyzed them based on how complete their stat profile is, and how powerful their in-game traits are.
- S-tier represents that strongest Civilians who will hand you a strong chance of survival against Michael.
- A-tier are decent alternatives to consider in specific situations.
- B-tier choices have limited usage value, so you should use them sporadically.
S-tier

| Jennifer | Her 9 Athleticism is the highest out of all other survivors, which makes her rapid. She also has 7 Resourcefulness that works well when it comes to completing the objectives. With Ghost, you should aim for a stealth-based approached, that also combines well with her speed. |
| Rachel | Having information on your hand is key, and that’s where Rachel comes in. Her Aura of Awrareness and Sixth Sense traits provides you with loads of additional information that will be key to your survival. |
A-tier

| Richard | With 9 Personality, Richard offers plenty of interaction abilities with other NPCs. However, he lacks combat potential, which puts him at A-tier. |
| Lynda | She’s one of the best characters when it comes to distracting Michael and disrupt his operations. However, you’ll then need to rely on your buddies to help you out. |
| Marcus | With 10 Resourcefulness and the Lone Wolf Trait, Marcus is the pro when it comes to survival. However, his true strengths mostly shine when he is the last one alive on the team. |
| Thomas | He is excellent when it comes to interacting with different NPCs. He can help them out to get more health, and he is the best option when it comes to breaking personal stalk tier. I wish his skills were slight more team-focused, which would have made him an S-tier choice. |
B-tier

| Annie | With high Resourcefulness and Exit Strategy, Annie is useful at finding easy escapes (but not much use otherwise). |
| Eric | Eric has same Resourcefulness as Annie, but just 3 Athleticism makes him an easy target. |
I will be adding my evaluation about Bob and Laurie as soon as I have spent more time with the duo. Always be mindful about the different ways you can escape as a Civilian irrespective of your choice.
