Sadly, a login queue seems to have been placed to handle the launch-day servers, which might be the biggest reason you see them pop up.

The login queue is not a new thing if you are an active player of multiplayer games. We have seen that happen with large-scale releases in the past. As of writing, the game has over 25,000 players on Steam alone, and I am quite sure that there are more playing using consoles. Keep in mind that this is just the advanced access for those who own the Deluxe Edition.
If you are trying to play the multiplayer mode where Michael is put against the survivors, you’ll need to have a smooth internet connection. It appears that the developers are trying to keep the servers functional with the help of this login queue. There is a chance that this queue could be completely lifted once we are past the early hours, but it could return during the weekend when more players are usually expected.
Furthermore, the queue seems to move quite slowly. It remains static for a few seconds, which can even go up to a minute, and then suddenly drops by a few hundred or a few thousand, as the case may be.
If you are in the queue, your best option is to simply wait it out, and eventually the game will load. You can then choose to play the multiplayer mode, which seems to be the way to go. There is indeed a single-player mode with six different chapters where you play as Michael to find out what awaits him and the survivors.
