If Square Enix is good at one thing, it's getting the pudding before it's finished dinner. No other company announces and develops so many games at once, so it should surprise nobody to learn that there are a bunch of unannounced titles that are releasing before Final Fantasy XIII Versus and Agito are completed.

"Versus has had many difficulties, and past method of production have been completely inapplicable, but these are the difficulties of birth," reveals Square Enix's Tetsuya Nomura. "So we are working hard. We have a lot to announce, but because we're going in order, I can't say too much yet."

Maybe there would be less difficulty if Square Enix developed less than ten billion games at once, but who knows? Not even Activision has that many titles on the go at the same time. Still, Square Enix keeps putting the cart before the horse, so I wouldn't be surprised if Versus takes another eon to come out.
