It only makes sense for Dice to respond in such a manner after the continuing problems from IW and Activision regarding the PC and PS3 platforms. It's nice that they actually talk about (though briefly) how development on PC usually tracks.
So much journalism has moved to opinionated from factual, it seems that we as Americans have accepted that we'd rather have someone preach to us than to educate us. ...but that may be a topic for another time.
After all Dice owes almost everything to the PC market. A mod-able game in 1942 to help create "Desert Combat" and the community that actually took their work seriously, actively searched for out, downloaded it, and played the crap out of it. (<--- can anyone tell me if this is a run on?) Of course that led to the development of the entire BF line. Console gamers have greatly appreciated BF:BC.
So I guess this was a response in sorts that we have deserved and expected from Dice.
