Apparently, this is something to make a big deal over, but Halo 3: ODST will not be in HD. Perhaps this is because Halo 3: ODST is based on Halo 3, which also did not run at 720p. Despite this blatantly obvious fact, people are still apparently surprised about this, especially given that the game's visuals impressed a fair few people.
"Everything that existed in Halo 3’s engine was there from the beginning." says senior designer Lars Bakken. "So the graphical differences that you’re seeing in ODST is really testament to the artists, because they were able to just take the tools that we had from the beginning, and just make awesome looking stuff."
At first, Bakken seems unwilling to admit that ODST isn't in HD, simply saying that the game is "the same as Halo 3." When specifically asked if this meant it would run at less than 1280x720, he responded with, "Yes, exactly."
So there you go. Not everything really has to be in HD to look good, as Call of Duty 4 has adequately shown, but nevertheless this is something that someone's going to care about, somewhere. He probably owns a PlayStation 3 and is on a message board right now, telling everyone that Halo 3: ODST definitely sucks now.
And even then, I don't give much of a shit about that.

As for the story, the graphics indeed to not make the game, and the visuals in ODST look great, anyway. I don't know why they couldn't go completely HD with that and Halo 3 from the start, though, seeing as how that's what the console pushes. Maybe I missed a story on that in the past.

But who the fuck cares if it's rendered at 720p or upscaled a little bit? I was watching a 480p show off of PSN the other day (one of those free ones, but the show was shit so I don't remember which) and you know what? It looked absolutely fine. In fact I'd say it looked pretty fucking great.
It's like my teacher back in art school always said: if it looks good it IS good.
I don't happen to think ODST looks good, it's probably the ugliest game I've ever seen people call pretty, though it has stiff competiton from Prince of Persia (2008). But that's got nothing to do with the resolution. It'd look shit at 1600p.
It's funny that you idiots would think PS3 users would be jumping all over this when the only time I remember that happening was when the Microsoft fanboys (inconceivable that they can exist, but they do) got all worked up that GTA4 was rendering at 520p or whatever on PS3.

As for the inevitable custom games argument that gets brought up, well it takes way more effort then it should to get a decent match going and why should the player have to go through so much effort in order to utilize all of the games weapons and equipment?
they could at the very least allow you to browse custom games on a list or something.
I guess you must buy all the DLC in order to use the weapons and vehicles that shipped with the game.

BTW, my review scale ranges from snickerdoodles to Steve Urkel.
- They have to go through Xbox Live or PSN. That means that users cant do it themselves, it has to be the company thats running the game, since they'd have to clear everything with MS/Sony. And chances are, MS wants people to use Matchmaking.
- Theres a ton of players for most of these games, so theyd need an unfeasible amount of servers. They'd also need to put them all over the world, and admin them correctly.
- What gametypes would actually be played? How many servers for each gametype in each country, do we need servers for some particular gametype? If no, what if people then decide they do want it? Considering how much the local PC Team Fortress 2 servers change, this must be quite a pain for admins. On a world scale, I'd just give up...
- PC games get away with it because they can allow the communities to run the servers themselves. Even then, there are issues with what gametypes servers should run, and how many you need. It can take hours, sometimes, to get into the TF2 game I want, because everyone else wants to join it too. This, I think, is why MS has Matchmaking and local hosting; it has its own issues, but its relatively fast (unless you're very unlucky) and its very easy, not confusing at all for the average kid or casual player.
I'd agree with you %100 about that, if it were feasible. Is why I play on PC, if possible.
Back on topic: Remember, people, every little thing you do to try and make the game look better takes up resources of the console. Bungie clearly put a fair bit of effort into making 4-player co-op work fine, and considering you can get some frame-rate drops in 2-player, thats probably the reason the resolution is a bit low. Whether they could have done better, or not, I dont really know, but I dont notice it much, so I dont care.
I'm just fine with Halo 3 right now.
Microsoft/Bungie are just milking the franchise way way too much.
