They have to do this because the Wii wasn't a universal account system. The Wii U will be.
It wouldn't be impossible to release a firmware update that creates a universal system if only for this purpose. Still this, forcing you to buy two copies of a game for save sharing and that they likely won't offer digital versions of Wii U or 3DS games still shows that Nintendo is woefully ignorant of the digital age. They can make interesting hardware, but the side that actually matters to the future of the game industry (like or not it is what it is) they are severely unprepared.
I need to know cause my friend's uncle has a drinking buddy that works at Ubisoft who says that I will be able to carry over my progress to "Family Feud 2013: Storm of Reckoning". I am interested to see how my decisions effect the overall narrative. It is important to me that a heavy responsibility such as safeguarding my character's journey to the Wii U only be handled by a large mass of semi-sentient plants.

a) You don't have to buy two copies of anything.
b) They already started selling digital versions of games on the 3DS, and will on the Wii U, too.

The article states both need to be connected to the internet and I'm sure you know what your Wii prompts you to do when you connect to the internet... (There's an update available!)
So, I'm pretty sure the internet connection prerequisite is to prevent that kind of loophole.

This is probably something I will do, however my concern is that I have a LOT of VC and WW games... I wonder how long this is going to take, or if it just transfers everything via the linked Nintendo Club account (which is what they should do). We shall see. I can only assume then that everything on the Virtual Console and Wii Ware will also show up on the WiiU eShop just like the 3DS has done with DSi Ware games. But good god man... please give us more channels to put these games on! There are only 48 Channels on the main Wii screen, (with 6 of them that can't be moved or changed) and only 240 for the SD card no matter what size Gig SD card you have (and I notice the 3DS has a similar problem).
If you have Wii U, you can play all the Virtual Console games you've ever bought because they'll all work, but you need to own both consoles at the same time, have separate SD cards in both of them with enough space for all the content, and have them both turned on and connected to the internet at the same time. If they don't all fit on one card or the other, you'll have to do multiple transfers.
I shutter to think what bullshit hoops Microsoft is gonna put me through just so I can play Pac-Man CE DX on my next Xbox.
