All I can guess is that Brawl didn't have enough characters in it for someone. I mean, Waluigi is cool and all, but I'd imagine that no one truly misses him for not being in the game. That said, he looks pretty awesome in this video. He looks like a badass because he is a badass.
The video even gives you some detailed closeups of Luigi's evil counterpart, purple clothes and miscolored nose and all. Of course, he's rocking his Mario Tennis racket, though he doesn't seem to use it as a weapon much. I'm not complaining, as I'm no hacker.
Seriously, these hackers are amazing. It's not to the point where we're saying that Brawl is the new Mugen. Yet.

If Brawl is not yet a Mugen it's close. Seeing everything the Brawl community is creating, like sped-up versions, more balanced versions, other characters (not only Waluigi, Geno too, for example) I won't be surprised if I see a Smash Brothers Brawl 2 Ex all made by skiled hackers, only happy!
Still I do find it odd that whoever put this together went through the trouble of doing so and didn't bother using the code that disables tripping. Strange.
Waluigi was already an assist character in Brawl so that's why he's got the racket. They just swapped the model for a character (Falcon?) and hacked together a new moveset from existing animations. Impressive, but they're not importing new assets so it's nothing like Mugen.
And what the hell's up with people complaining that it's a character swap and that he doesn't even have his own name? You see how that video up there says ALPHA V0.1? You know, meaning it's not even close to being done yet?
Very cool, but I won't be happy until I can fight with Midna. She should have been in it from the start. She can take Jigglypuff's slot, we don't need that little shit.
I'm much more impressed with this Zero hack since they made a lot of his moves true to his games: http://www.youtube.com/watch?v=a5akBHwDeMk Also it's the closest we'll get to having Mega Man in the game until they work out an animation creator and program special moves for the alloys, rather than just model and texture swapping.
I'm not sure that Waluigi is evil per se, just mischievous. I mean, the guy didn't even his start ganking his counterpart's castle(?!) or swiping treasures because they weren't in his possession yet--he just sorta showed up for some tennis one day.
If Waluigi isn't fully playable in the next game, then I'll make sure a certain someone over at the Big N will suddenly be missing his lower torso. At the very least give him some kinda DS game... put him in a Mario game?... a Wario game?(Occasional WarioWare Cameo not included) A Mario RPG?! ANYTHING?!!!
That was cool and all, but I can't be the only one who got tired of watching Waluigi clip through floors and do a whole lot of nothing after all of a minute. Brevity is key; give me four and a half minutes of footage when you've given him an ultra move and kept his feet on the ground rather than in it.

And I find it odd that they'd go so far as to hack him in, but not to give him his own name when he fights.
I know it's not Waluigi, but I don't think that really matters.
