A recent Target flyer points to the bullseyed retailer offering a similar dea, but it seems that they're being dicks about it and not honoring the offer in some stores. If that's the case, go to Best Buy with the flyer, as VentureBeat says that they'll match the deal. Note that the Target/Best Buy offer extends beyond games published by SCE.
