This comes from Udon Entertainment, the people that redid the characters and backgrounds in Capcom's SSFIIHDTR. It turns out that they didn't get to use the above intro in the final product. It looks pretty good, though. I wonder why it didn't make the cut.
What they did was recreate the original game's intro with their art. Maybe it didn't make the cut because Cammy's little tongue flip was creepy. I seriously felt violated after I watched it for the first time. Otherwise, it's good. Ryu could have been a bit more intense (like in the old intro), but it's good.

Yeah, the tongue-flip is a little creepier than I remember it being. Also, something just seems "off" with that intro. Maybe it's the music or the pacing, but I just don't feel anything from watching it.
They talked about that intro at the Capcom panel at WonderCon this year. They said that the reason it didn't make it into the final product was file size limitation.
Well, the old intro was never really cool either. There was simply no reason to keep this or the old intro when people just want to get on to playing (and when it was weird in the first place anyway).
You'd think they would have at least made it an unlockable item after Udon put all that work into it. Kinda sucks for the artists who wasted their time.
God, I can't stand the way that the arm on the left side of the screen moves. It doesn't rotate the right way. That's what looks so damn awkward about the entire thing. I'm pretty sure that the actual pacing is accurate.
You guys have to remember they didn't add any animation to this game, they just put new sprites to it. So, what you see now is exactly how well it looked in 97.
They didn't use it because of the ridiculous size restrictions Microsoft had on XBLA games at the time. They'd already talked Microsoft into raising it to 150MB to fit what they did get in. Case solved!
Hey guys? You do know that this was an exact copy of the Super Street Fighter II arcade intro, tongue flip and all, except remade with Udon's HD art, right? Udon didn't add the tongue flip. Cammy did that in the original intro.
I found the intro music of the Super Street Fighter II version to be so much more epic and awesome. Super Street Fighter II TURBO's intro music is lame and the tongue flip is stupid.

Artwork is generally very nice, though.
While it would have been awesome to see that opening again, It's probably for the best that the video didn't see prime time.
That tongue flip was hilarious. It's good, I don't know why they didn't use it...
