If we knew how to turn numbers into massive and visceral space marines, we’d probably be fiddling with the Unreal Development Kit. Announced last week, it gives anyone with non-commercial interests a shot at making videogames with the same engine that powers Gears of War, Mass Effect and a bajillion other games featuring the color brown. But while we haven’t been fiddling, thousands of others have been.
Over 50,000 others to be somewhat exact, according to the official word from Epic Games in a release celebrating the week-one benchmark this afternoon.
If you’re looking to get into the UDK action feel free hit Epic’s official UDK Web site for a download link, documentation, and a license to avoid the opposite sex.

Very clever game.
As for the toolset? I can't figure it out at ALL and I HATE the UnrealEd level editor. But I shall persevere.
When it's all installed, go to UnrealFrontend.exe, click Editor and then use this series of tutorials.
As a little note, the cube won't appear by default, you have to press one of the little boxes above the 3d viewport to view what's in the world. Until you put lights in, anyway.
Want a box? Make the shape of a box and click the "add" button. Want a hole in that box? Simply make the shape of your hole, put it in to the box and hit "subtract".You can make ANY shape you need, and it even has pre-built shapes like stairs and basic geometry for you; everything else is literally drag and drop + context menus. It's as simple as you can get!
Source is alright, but they are living in the past with their archaic editor. Having to make sure all of your walls are pixel perfect to avoid "leaks" and other memory related bugs; having to compile and load an external program just to test a small change to your level; not having access to all prefabs available in owned source games. The list goes on, which is sad, because Source is an awesomely versatile engine at the end of the day.
I pretty much recommend everybody to at least try it out and go through a couple of tutorials on the Unreal website. It will take you 30 minutes and you'll be building your own levels in no time.
However, I can't wait to see that games that come out of this development tools release five to six years down the line. PC might be neglected by some, but the community is far too active and smart. If good games aren't released on the PC, the community will just make their own.

What you did is like comparing the amount of people who use a Mercedes to the amount of people who have used the tools to make said Mercedes.
