Just for fun though....if you've been paying for live since 2005 you've dumped around an extra $420 into your 360. If you buy an XBLA title worth $15 your discount will save you a whopping $0.30! So if you think about it you only need to buy about 1400 games and your discount will pay for your XBL sub!!!

That said, being a legend at 25k almost as pathetic as the 2% they're offering. This is a perfect example of why I sold my 360. MS doesn't give a flying eff about gamers.

If you are too utterly dumb to realize you are being used for nothing more then a "coupon book" then that is on you. Do not act like you are somehow superior, or better. It does not do jack shit. Also, these rewards are pretty mediocre, but I don't see what's worth complaining about. They could just continue doing nothing if they wanted to. If the birthday gift is shitty, and it probably will be, just don't use it. Problem solved!
You are moaning about something you do not need to do a thing about to get, free shit=insulting. First world problems man.
If you don't have 25000 in achievements, you have to spend time/money to get that many.
If you don't have a gold account, you have to spend at least $9.99 to get one.
In my case, I'm only missing the latter. I don't do much online stuff on my 360, so if I wanted to earn enough to cover the cost of a Gold membership, I would need to purchase 40000 MS points worth of stuff in a single month.
People aren't complaining that they're getting free points; they're complaining that this is a terrible offer, particularly when compared to similar offers made by Nintendo and Sony.
You don't have to do any of that, and if you truly think that, then you are terrible at basic economics.
You're basically saying you have to spend a lot of money in order to save a few bucks. Repeat that sentence to yourself a few times, and think. Think really, really hard.
This is more a reward for people who play enough to have the gamerscore for it, and now an added incentive to those who look forward to playing more games. To wit: I play games to have fun and otherwise engage myself in a challenge I enjoy via puzzles or competition, enjoying when I achieve the satisfaction of my personal victory; and this now adds a nice little bonus on top of that satisfaction. If I wasn't wanting to play a game to have fun, I'd likely spend more time reading books of fiction to have the pleasure of a means of escapism via the influence on my imagination.
If you truly think you have to spend more money to derive such satisfaction from your time spent playing games on your 360, then you genuinely have my pity, though it comes with a lacing of contempt for it, given your reasoning. And if the "deal-breaker" for you is this "offer," compared to Nintendo and Sony, then I can only offer you my contempt.
Further proof that ms is another company on its game related way to failure.

Anyhoo, the gamerscore slush pile is broadly unimpressive. You can almost never find anyone with a score above 100k that has mostly completed games, or at least the full 1000 points off the disc. They can be tiny ones, easy ones, that add up to this inflated score, or just a lot of easy games like Avatar, which practically nobody completed, they just spent all 2 minutes getting 1000 points and moved on.
On the other hand, PlayStation 3 uses trophies, the harder the goal, the better the trophy, and getting a platinum meant you stuck with it all the way. Sure a game like Avatar would hand you a platinum in less time it takes to microwave popcorn, but the slush pile of tiny scores scattered from large quantities of games wouldn't amount to platinum trophies.
The trophy system is so much more thought out. I really hope that whatever MS does, they rethink their more archaic system because these little meta-scores can actually be a nice touch to a good game, collection achievements and online achievements aside.

The example I used in my post was for me. In my case, I don't really use Xbox Gold for multiplayer, so I'd essentially be buying a month solely to get in on the incentive program.

I don't think that at all, so I guess I miss out on some free pity-contempt... Pintempt... or contity.
The point of my post was to give some perspective on why a person might think this is not a great offer. If you don't meet the two criteria for the rewards program (25000+ points and a Gold membership), you will have to spend money to get to that level if you don't have around 25 retail games to get the score (or mixtures of retail, arcade, DLC, etc). Likewise, if you don't have a Gold membership, you'll have to buy that, too.
If you already have both, great! You can get a small return when you buy XBL stuff, and you get a $0.25 gift on your birthday. Just because it's better than nothing, however, doesn't put the offer beyond criticism. That's why I mentioned Sony and Nintendo, as they have better offers for their services.

But it's not, though: companies put incentive programs like this in place to bring in new consumers, and to encourage existing customers to continue paying for the service. The goal is to convince ineligible XBL members to pay for Gold and buy enough games to meet the minimum gamer score threshold, and to convince eligible members that there's yet another reason to keep their Gold subscription going.

I have a credit card like that, but I don't have to pay a recurring fee to get that benefit. In the case of the rewards scheme, even if you have the required gamer score, you still have to spend money on a Gold subscription to be eligible. Whether you were already going to spend it or not is immaterial.

Dude, I don't know how much more clearly I can say this: I, the rakish and much-maligned flea friend, do not have a Gold membership. Therefore, I literally have to spend money in order to take advantage of this offer!
Anyway, if you want to show what an idiot I am, all you need to do is point out that I'm continuing on in an internet discussion with someone whose counterpoints always include at least one personal insult. If I knew someone like that, I'd just shake my head and walk away.

If you want to feel you are being insulted, that's on you, because you are saying you have to empty out your own pocket further than you normally already would, in order to put a little back into it. Backwards logic at its finest, sorry.
I'll make it even easier for you: If you are not the sort to be inclined towards buying anything off the Xbox Marketplace nor even getting the Gold membership, you are far better off, economically, in keeping that money unspent and in your pocket. The only people this "offer" benefits are the ones who already were subscribed, and are inclined to buy DLC and more off Xbox Live. Those who aren't, don't have to, and ultimately are not missing out on all that much.
It's your mountain of a molehill, I'm just pointing that out to you. But if you're interested, I do have a cheap beachfront property in Ohio that you could invest in, cheap, if you'd like to spend a little money to make a little. The economics of the deal I have in mind for you works out to roughly the same as you see this "offer" from Microsoft.
