The pyro is basically MGS3's The Rage, but instead of a deformed monkey under the suit, it's a deformed poopy joe.
The SMNC update is likely to be completely unrelated. The Chestrong outfit was added into the game during beta, the new version is just a recolour, and they have been updating every Friday for months, with a sole exception for PAX East
