The man just seems generically indie (a term I am now coining), much like Phil Fish or Jonathan Blow. And if he tells us that Japanese games and cutscenes are bad with no explanation given, let the record show that I fucking called it.
I dunno, I hope to be proven wrong on this one, but I just have a strong feeling about this guy. He has an indie asshole aura, although that might just be the glasses.
Seems like a fair review of Skyrim. Except he mentions dice rolls which the Elder Scrolls has sadly abandoned for their hit things to do stuff approach.
Rogers, Hamilton, Cox and Totilo are the main reasons I prefer not to read anything in Kotaku. That and Gawker being Gawker, allowing BS like the stuff Lam and Chen pulled with the iPhone leak, while publishing the personal information of Powell.
What piques my interest out of things that he has given this world are ZiGGURAT and some insights into the social procedures in the Japanese game dev. industry and the accompanying work culture. Can't be bothered with most of the other stuff he's produced.

Wonderful values.. all while sitting on that high horse and spewing nonsense about being morally consequent, pinning down people like Jaffe or - more recently - Rosenberg and Stewart on slow news days, to get them hits. Rogers, in his own way, contributes this image I've got of Kotaku and Gawker as a whole.
Sorry for putting it like that, but it's an undiluted opinion of mine - a shitty IT guy who's survived war, then lived an average life and hasn't done much else worth mentioning - though an opinion, nonetheless.

The justification behind Kane and Lynch 2 getting 3.5 stars, or Brutal Legend getting a 4 star review while something like Dungeon Defenders gets a half a star much akin to Dead Space or even worse Diablo II getting no stars it becomes apparent quickly that these kids have their nostalgia glasses either permanently glued to their face or they're so stuck up their "I'm so indie, if normal people like it, it can't be cool" bullshit that I audibly laughed at every review I mentioned and even agree'd partially with some, such as the Skyrim review.
But what they do over there isn't play video games for fun, they play video games to posture.
He also wrote a piece for Kotaku about the games he was interested in most at this years E3. These games are titles like The Last of Us, Nintendoland and Halo 4.
Tim, if you're reading this, Kotaku is a shithole, you should leave it and go over to this place. Or Penny Arcade. Or The Escapist. Or practically any place tha isn't IGN.
This is a guy who wrote a 17 page (6,018 words, holy shit) article on Kotaku about why the Apple TrackPad might be the "greatest controller ever made."
And how could you fail to mention that the same (terribly designed) site that he runs gave the game he "co-developed" 4/4 stars?
He also not only reviewed Shadows of the Damned and didn't talk about the game at all, he wrote this at the bottom of it:
"Now please kindly stop asking me if I played it. I didn’t play it, no. I don’t need to play it. I lived it."
Wow. He's just sooooooooooo cool, man.
I actually never said anything about Tim specifically, infact it's Samuel Kite's reviews I generally have a problem with. In fact, I agree with his reviews of GTAIV, Uncharted and Bulletstorm but as you mentioned Tim gives Gears a perfect review and reviews a game like Bioshock with 2 stars even though he didn't beat it and complains about things like a "silent protaginist" when that story makes you get to the end to figure it out.
Game mechanics are great and all and they should be reviewed with the same sense and scale the narrative is (if there is one) or art direction and the like, it's shitty "journalism" when a game (i.e Gears 2) gets a flawless score even though "the characters are creatine chugging meatheads" and he even goes as far to say more Dev's should copy Gears 2 than Bioshock (oh great that's what we need). The fact that he reviews games like GTAIV and touches on character and what it means to a game yet for something like Bioshock, according to them has no character (yeah, most of it is ambient) but the fact that characters like Marcus and Cole will forever be in the front of their heads as staple video game characters yet someone like Andrew Ryan or [Spoilers] Atlas/Frank Fontaine [Spoilers] won't even be remembered by the reviewers other than being part of that shitty Bioshock game Tim repeatedly bashes in his reviews. It's that shit that makes reading reviews from that site, laughable.
"I didn't find BioShock as boring as everyone else, I guess." Don't worry about that. BioShock is universally praised by the gaming press and by gamers. And i'm sure Tim has felt the full force of the BioShock defense force. I mean, people hate him just for existing.
Take everything he says with a grain of salt, he just makes up stories for fun.
I know he's trying to be funny, but I don't get the joke.
Tim writes like a motherfucker, and has some REALLY good views on gaming, I really want to see how this ended up.
