Yes, certain races(and genders) get different ability modifiers. For example the Argonians can breath underwater and are resistant to disease and poison. They also have some different skill modifiers.
Yes. In the previous games, at least, you get different stat bonuses based on who you pick. For example: Dark Elves were immune to fire and Argonians could breathe underwater. As far as physics, though, it's all the same.

I've only played Oblivion but in that your race didn't make much difference, aside for a few stat bonuses and spells. Your birthsign on the other hand...
These dudes and ladies all look like they've been livin' hard, getting too much sun and wind for years. Looks perfect for the rough'n'tumble world of Skyrim.
The races actually look distinct, the Dunmer aren't blue, beards are in full-effect, and with these presets as a sampling of the character creator, I look forward to putting together my own characters.

Are ugly characters intentional for the Elder Scrolls series? Can someone answer this for me? Anyone at all?
+1 They look ugly and.. dated? I think they should check the character design. There's so much hype that everyone seems to be blind or something about this game.
I see where you're coming from but compared to Oblivion's faces these are much, much better. Also, I like the fact they're kinda ugly. Not everyone can be eye-burstingly beautiful.
That's the plan and I'm sticking to it.
The other day someone had the gall to say something along the lines of "ugh, this is why I won't play western RPGs, all the characters are so ugly."
If your desire to play a game is based on your attraction to a character model, you may a well skip playing and just rule 34 everything. Whiners.

Hey I wasn't talking about aesthetics, that's purely subjective.
There's a difference between art and design, and I'm pointing design here. I think the design direction is wrong, not the art. At least they've changed that ugly engine from Oblivion.
Anyway, my mind and heart are much more focused on Dark Souls than Skyrim. I think that game will eat them all this year.
