Sonic & Knuckles is hitting XBLA on September 9 and it will indeed include the cart stacking bonuses of the classic original title! Sega is throwing in the bonuses, but you do have to have the original games on XBLA first for it to work.
With Sonic the Hedgehog, you’ll unlock the “Blue Sphere” bonus Chaos level from Sonic the Hedgehog 3. If you own Sonic the Hedgehog 2, then you’ll be able to play as Knuckles in the game. Playing as Knuckles will let you reach areas that Sonic can't reach and will include new power-ups too. And with Sonic the Hedgehog 3, you’ll be able to play the game as Knuckles and the design of the game is changed so the experience between Sonic 3 and Sonic & Knuckles feels seamless.
This is extremely awesome of Sega to do. This is how you do fan service and it kind of feels a little like the Genesis days.

Nice that they are doing the Sonic 3 & Knuckles thing again, even though this is the millionth time they've done it now.
I think I've played too many hacks to really be impressed. I mean...Playing as a Sonic CD-cross-Adventure Sonic, S3K Sonic in Mighty, and semi-Adventure semi-unique Shadow in one whole game is pretty neat. But that's another case, blah blah blah.
Not that I've already got all the classic Sonic games at least twice, even the bad ones like Sonic 3D Blast.
Maybe sometime soon, they might decide to take Sonic 3 in it's entirety(aka Sonic 3 & Knuckles), and give it some HD treatment and release it as a full game the way it was intended to be('cept in HD glory).

And wth@this This should have been on the Sonic's Ultimate Sega Collection released way back. It had all the games. Why no update? Hopefully it comes out soon though.
