Wouldn't surprise me if 90% of people signed up so they could be a bunch of asshats and just take a free expansion and not contribute in any way.
And surprise! Not in. 0.5% of applicants though, yikes. 1600MS points is pretty extortionate, even for a Bethesda DLC, so I might wait and see how extensive DG is.
Calling it an "expansion" does not automatically make it one, and allow you to charge half the price of a new game. 20 hours is pretty nice though.

Bethesda not having bugs, and a slightly broken, nigh unplayable game is like:
Activision not milking their most popular franchises.
Capcom not having disc locked content.
Capcom not having second, third, fourth, etc. iterations.
Valve counting to three.
EA not having an online pass.
EA not forcing devs to tack on multiplayer.
You get the idea.

@Masterballs - Shivering Isles was $30, and was a great expansion. If Dawngaurd is similar length and quality, then I'd consider it a steal at $20.
