I will say that GTA IV's soundtrack was something it definitely had over Saints Row 2, though I could just be a little disappointed that it didn't have a dedicated classic rock station.
Also, I don't think you can use your own tracks. It's probably limited to you being able to select songs from the soundtrack that are already available and making your own list, like in SR2.
