I absolutely adore the rather flamboyant Tingle, and I have always been a big fan of the previous games he has starred in. Whether this new ad in Famitsu is poking fun at Tingle's sexual preferences (the word above his head is "Fairy?") or a real indicator of a new Tingle game coming our way is hard to say, but I'd bet it's the latter.
The ad also lists the Japanese Nintendo website, so keep your eyes trained on it -- I'd expect to hear more on this coming very soon. Truth of the matter is, I don't really care what the game is actually about as long as Tingle is present. A cow milking game could ever be fun with that guy. And oh, the clever sexual references in that game could go on for ages!

Subjective, but eh, I agree
I hope this Tingle game releases in Europe again!
Hopefully if this does turn out to be a new Tingle game they'll bring the damn thing to the US this time!
