My cousin has an uncle who has a girlfriend who has a nephew who works at Valve, and he assured me that HL3 is coming in 2014 and it will be a multiplayer only, free-to-play JRPG.
Source is my headmate who knows someone who once watched someone impregnate someone who walked past Valve HQ once.
Doesn't mean Valve ain't gonna throw their hat in the open-world ring, but it might be a new IP or franchise, or maybe a Half-Life spinoff.
I mean you can tell a story in that manner but from a gameplay perspective it doesn't jive with Half-Life's characters or general flow.
Scientist: "Doctah Freeman, I will pay you 13 Combine Rations if you deposit 2 soda cans into this trash can."
"Freeman, I need you to solve this seesaw puzzle with concrete blocks."
"A bunch of headcrabs have infested my basement, I will pay you in grenades."
"YES/NO/..."
That's why Skyrim will always be a better game than any of the Half Life games. It gives you this whole wondrous world to loot, and you don't even realize that most of the items are completely useless! Spend 50 hours looting, only to realize that the badass shit you just made at the forge is better than everything in the game because 99% of the "unique" items in the game are only the same old shit with the same tweaked parameters you're capable of tweaking much better very early on.
Versus an 8 hour game with all that substantial progression, I'll take my hundred-hour slog, thank you. That's called getting your money's worth, which is based on a concrete scale of real maths that can't be disputed by anyone.
Imagine if Valve did decide to go open world. The Resistance movement would be able to get a bigger part if the game did go open world. They could do a capture the neighborhood type submission, like GTA San Andreas had. They could even do some kind of MOBA type stuff with having the scientists doing research for upgrades of the players choosing.
Anyways rumors are rumors. At this point I've learned to just wait for official announcement. I will not take articles written by some so called Dr. Meow as hard hitting investigations.

Comparing Skyrim to Half-Life as though the latter should somehow aspire to be an open world, broken, buggy mess of a game is just plain dumb.
It's a linear shooter, it is what it is and some of us enjoy it all the more for it.
Anonymous tips on HL are almost always trolls. I'll wait for official word from Valve.

Valve mentioned years ago that their episodic approach to game development and delivery was a notable failure so at this point, I'd expect Half-Life 3.
