In an interview with Official PlayStation Magazine, Rockstar's Creative VP, Dan Houser, was asked if the lack of an included hard drive in Xbox 360 Core systems and the 360's use of the DVD format was causing any limitations in the development of Grand Theft Auto IV. Dan's reply was a short but sweet, “yep.”
He goes on to say:
"To be honest with you we haven't solved all those riddles yet." The difficulties aren't limited to working on Microsoft's box, as Houser explains that "both have enormous challenges" and that "both have their own particular pleasures and pains".
It will be interesting to see how big of role Blu-ray and hard drives actually end up playing. No one (well, besides fanboys) would really benefit from one version of GTA IV being drastically better than the other. As long as the final product isn't dumbed down so that it meets the requirements of the lowest common denominator, I'm a happy man.

They cannot release two very different versions of the game, because then it's obvious that the Xbox360 has already started blowing, and it would be a BIG red flag, betamax like.
So, the PS3 version, while it could be much better, it will suffer so that the 360 version is accommodated into existence.
Pretty much the same went for MGS4. Kojima said he won't release it on the Xbox360 not because he doesn't like the console, or because he doesn't want the money from it, but because he doesn't want to water his game down and make it inferior to what he's already planning to make it.
This is going to be a shitty time for gamers, because most companies will water down their games, so they'd be able to sell the most copies (smart Microsoft established the base early and so has the highest market share).
Gamers are fucked, if you want it in short.
That said, I don't think making the game HDD only would be a bad idea at all. The main trouble would be getting the green light from MS.

I mean you cant even download xbox live games in a memory card anymore they just wont fit. whats the point? if GTA IV NEEDS a HDD just place it in the system requirements, and we will understand, hey sometimes you NEED to upgrade. right?
Now.. if you say you need an HD-DVD we will just drive all the way to Rockstar and kick the developers in the nuts until they realize they dont really require it any more, sounds fair? good.

I totally agree with everything you said. I never saw how more storage was ever supposed to be bad, I have not seen any long loading times and Oblivion loads crazy fast (not sure if its blu-ray though) The 20 gig PS3 was only $50 more than the 360 was here in Canada.
Well if you want better games, your going to need better hardware.

You make it compatible to the Xbox, and you need to water it down. Make it look, sound, and play uglier. Either that, or not release on the Xbox at all. I'd go with the former, since I want money. At the end of the day, who gives a fuck about game quality when I need to buy myself the newest Ferrari to impress hookers?

Funny thing was that yesterday had a convo with 2 co-workers about which system is going to stand-strong at the end. One of them kept saying in 6month PS3 wont have any games and will be used as a toaster. The other co-worker said: "Im not so sure yet, i just got a 360" and kept telling me to get one. These are signs that developers will have to make a choice very soon about which system they can go all out with.

Whether you like it or not, high capacity media will come in the future... if it doesn't end up being blu-ray, something else will pop up. I think it would be better for the gaming industry as a whole if they got used to having more data.
Eventually it'll get to the point where even the high-density space isn't enough and developers will have to compress THAT data.

But if the only deciding factor is whether or not it has achievements, and I actually have a PS3, then I'd get that version instead.
If anything is holding back the 360 version it is the lack of a guaranteed hard drive.
