Damning the entire practive and calling it a rip off isn't going to help the process though as not all DLC is created equal. Take Mass Effects DLC, some isn't worth the bother (Like the new Arrival DLC) and some is amazing (like Overlord). Same thing happened with Dragon Age Origins/Awakening. So I'd much rather pass on a crap DLC to hear that another one down the line was awesome, specially when I loved the main game in the first place, which makes me thankful for reviews (and reviewers).
Stacking itself is a great game thats well worth the $15 asking price and if Double Fine see's that they aren't getting a lot of downloads for this DLC because of reviews/word of mouth saying the content was lame they'll fix it next time, they're a decent developer like that. If other companies want to shovel out crap and have bad reviews that get met with shoddy sales then let them, its their loss and you can rest easy knowing you didn't help them along.
I'd say if you enjoyed Stacking in the first place, you'll enjoy the Lost Hobo King, its just as funny and charming as the original game, plenty of new content, and its only $5. Totally worth it.
