As a noun retro exclusively means something new that is an old style. Thus describing the style of a game as retro when it isn't actually old is not only an appropriate way to name the style but the only appropriate way to use that word in that context. Though when describing something as a "retro game" it is perfectly acceptable to be referring to either a game that is actually old or a new one that simply draws on elements of those older titles.

I'd have thought everyone would know this as a matter of course without having to consult the dictionary, but clearly my education was far more elite than I realize.
