Make an iso and mod it, you'll get everything unlocked.
They don't know what the hell they are doing anymore, they are catering to the shareholders rather than trying to make sure that their customer is happy.
Though, to be honest, you're better off waiting for the Gold/Complete edition. They did it with Resident Evil 5 and I'm positive they'll do it with 6.

It's a really, really sad state of affairs when you can point at Activision and sincerely say that they are one of the few companies treating their customers with respect and dignity, while the same can no longer be said for damn near every major publisher that built the video game market up to what it is now in the 80s and 90s.
Still, we know Capcom is going to include this on disc. There is just no fighting that reality. It sucks, but I'd say just go with that pre-order bonus if you're intending to buy the game day one.
And please don't make another darkstalkers. My heart couldn't take you throwing huitzl or bb Hood behind a paid unlock code.
I mean Mercs itself. I absoulutely love Raid Mode, but mercs is just getting....ew. As PhilK3nS3bb3n said, the least they can do is update it just a little.

If you're a consumer with any balls, you'll do one of three things:
1) Wait until the "Gold Edition" comes out for $40 and get all the content that should have been accessible from the original disc on day one.
2) Buy the game at launch but don't pre-order it or buy the DLC so Capcom doesn't get extra revenue they did nothing to earn from consumers.
3) Don't fucking buy the game in the first place.
End of conversation. Move on.
Second, the reason companies do this is to ensure the sale of more DLC. Unless your friends all buy from the same place, you're all gonna need the other maps.
As a business move it's brilliant. From a PR stand point it's shit.
They really aren't giving you anything but ensuring the sale of more things.
Chris, seriously, don't loose sleep over it.. The DLC will be available to buy soon after release, surely. Capcom isn't going to pass on making a dime on that. Just pre-order from a place that gives you the setting you want.
Subsequently, you can just order 3 of them from each place and return 2 after you get your codes in (unless they're somehow snuck into the packages -Amazon likes to do that sometimes I've found)
Either way, 10 to 1, they're on the disc, though.
Yes, we all know the extra content will already be on the disc and all the content will eventually become available to all. You think Capcom would miss the opportunity for extra profits? Nah. It's Capcom we're talking about. Like it or not, DLC isn't going anywhere. Get used to it(or don't buy it). Capcom isn't the only guilty party here.
Also, Mercs is an incredible mode! It may not be fun for everyone, but it's just extra added content... Extra added content I've put many hours into and had a lot of fun with over the years. Capcom, bring on RE: 6! =)
Look what Capcom has done to you. They distract you with all of this BS on-disc DLC so that they have you BEGGING for the OPPORTUNITY to PAY THEM for maps that should be included in the game in the first place since its MONTHS before going gold. Extra map levels are the type of thing we used to play to unlock by accomplishing in-game goals, but these days publishers have lazy gamers begging to spend $15 on map packs for instant gratification for purposely cut content.
Modern console gaming is getting ridiculous.
