Waluigi has a pretty large backstory, but most of it is up to individual interpretation, and not actual canon. But, despite the fact that he doesn't have his own game, his Wiki entry is quite extensive, so it's clear that he wasn't just an afterthought.
Also, I like everything Wario stands for (the typical mischievous archetype), so naturally I'd gravitate towards Waluigi, who is similar in many ways. I think Wario represents Nintendo's less traditional, more creative side.
Unlike Wario however (who can be seen as greedy, more often than not), Waluigi is widely misunderstood. Is he really that terrible? Does he just enjoy being a doppleganger for attention, or is he truly evil/greedy?
It also helps that one of my favorite comedians is Rodney Dangerfield, and Waluigi exhumes that exact same "I get no respect" mentality.

You know what I want? THIS is what I want:
Successfully completing Ocarina of Time 3DS unlocks the Master Quest. Successfully completing Master Quest unlocks "Waluigi's Quest," which goes as follows:
1) All new dungeons/puzzles like Master Quest.
2) Instead of Link, you play as Waluigi.
3) Rather than using the Ocarina of Time to age/regress 7 years, Waluigi just uses a time machine.
4) Any other songs that require the Ocarina are instead replaced with Waluigi playing the accordian (terribly). This is due to Waluigi eating the Ocarina upon finding it.
5) All swords that Waluigi can use are replaced with tennis rackets.
6) Waluigi can eat Navi (doing so will remove him for the remainder of the game), chickens, or NPCs to restore hearts. Any NPCs that are important to the advancement of the game cannot be eaten until they are no longer needed. Also, any eaten NPCs respawn after leaving the room/area/etc; however, certain NPCs that are important to the advancement of the game can instead be eaten permanently to advance the game (for example, rather than having to race Ingo in order to get control of Epona, Waluigi can simply eat him and steal Epona).
7) Upon beating the game, when Zelda is about to send Waluigi back to the present, he instead eats her.
8) The only music that ever plays is the theme for Greenhorn Forest from Wario World. This song plays nonstop.
If this happened, I'd buy every copy of Ocarina of Time 3DS.
More to the point on missing the Waluigi chance with NSMB2 being about coins, what about NSMBWii where player 3 and 4 were a damn yellow and blue Toad. Seriously you have other characters, JUST PUT WARIO AND WALUIGI IN THERE!
