Preview: Fallout 3 DLC: Broken Steel photo

Set to arrive in just a few short weeks is the latest in downloadable content for Fallout 3, the third DLC pack, called Broken Steel. Bethesda let us take a peek at the game during a visit to London a couple of days ago, and what we saw will surely have fans anxiously waiting for the May 5th release date for Xbox 360 and PC.

You've probably heard one of the most notable aspects of Broken Steel already: the level cap now extends past level 20 in this update, going up to 30. But it won't be an easy 30, especially in that last stretch, as Bethesda's Pete Hines makes it clear that gaining those last ten levels will be more challenging, especially with the new high-level enemies that start to appear after level 18.

"Every time you level up one level, the number of experience points you need for the next one keeps going up and up by a pretty large factor," Hines says. "We really want folks to be able to play this a ton before they ever get to level 30."

But you'll be so busy doing everything else that you won't have time to worry about your levelling. Read on to see what you can expect to do and see in Fallout 3's DLC, Broken Steel.

[WARNING: This should go without saying, but if you haven't played or finished Fallout 3, you may come across spoiler material in the follwing text. And, along the same lines, if you haven't played Fallout 3, you'll have no idea what we're talking about here.]

Fallout 3: Broken Steel DLC (Xbox 360, Windows PC)
Developer: Bethesda
Publisher: Bethesda
To be released: May 5, 2009
Price: 800 Microsoft Points ($10)

The storyline isn't some sub/side-story like the other two Fallout 3 DLC packs were. Broken Steel takes place in the Capital Wasteland, set at the very end of the main quest. It actually changes the end of the game, meaning that the game does not end anymore. You now also have several companions you can send in the reactor for you in your stead. Hines says that they "got the message" about endings.

It all kicks off as you wake up in the Citadel two weeks after the normal story ending. The setting of the game has changed according to this time line, and this affects everything you'll encounter in the game, old and new. For example, Project Purity is now functional. Water is good.

Get in. Go ahead.

To start off, you'll be working for the Brotherhood to find all the pieces of a new weapon, the Tesla Cannon. In an overview, we were able to check out the beginnings of a quest for the first part of this weapon, a tesla coil. This goes down in a new location, an old power station called the Olney Powerworks, where you'll be working to take down some of the first of the newer, tougher enemies.

Eventually you'll continue on with this new, powerful weapon to take down the Enclave strongholds. You'll set out on a quest through the old Presidential Metro Line under the White House to an enemy base, and then move on to a whole new area called Adams Air Force Base. While we were only able to see a brief glimpse of this new area, Hines says that it's a pretty big space that you'll be spending plenty of time in. This is a new world space that does not exist within the Wastelands.

Naturally, as we said before, this Tesla Cannon will be a usable weapon. It fires beams of electricity. I didn't get the full scope of its power until a bit later, where we witnessed aircraft being blown up in the sky from a single shot. Glorious explosions. As far as other weapons go, we learned of the new super mutant Overlord's Tri-Laser, which you can nab for yourself if you can manage to take him down. There's also a new flamethrower that we look forward to seeing more of, called the Heavy Incinerator. Instead of a stream of fire, it shoots a sort of longer range fireball-ish projectile. Fun.

That's Mr. Overlord himself, firing his fancy-pants laser gun.

A new Perk involves Dogmeat, who now can be reincarnated through "Puppies." When Dogmeat dies, he comes back as a puppy that you can go back and get. This is supposed to help you out a bit with the increased difficulty that we mentioned above. From what we've seen so far, you'll need all the help you can get!

Broken Steel gives a new main quest, a bunch of free-form game play, 10 more levels to acquire, new perks, new Achievements, and the removal of the end of the game, letting you continue in the Fallout 3 world to your heart's delight. That's at least five more hours of game play just for the main part. All of this for only 800 Microsoft Points? From what little we saw, $10 sounds like a bargain. Even then, I know we didn't see the half of it. Ultimately, this is the type of DLC we can get behind.

When I finally break down and buy Fallout 3, I'll be getting this, and skipping the other content. I still think it's very, very lame that Bethesda didn't just straight patch the level 30 cap raise in every release.

Still waiting to see if this and the other DLC end up in a 3-pack or something, maybe at a discount.

Here's to wishing they raise the level cap in the PS3 version at the least.

Hope this isn't um...broken..when it comes out. Also I am definitely getting this, wish I would have avoided the other two. Also, this should be free, its pretty fucked up that we have to pay for an ending to the game.

I'm interested in the new quests, but I think I'll join the many people who won't be buying on the PC unless Bethesda fix their game first. I can already get rid of the level cap and use tons of new weapons, armour etc. for free thanks.

I kept playing after the ending already. All I did was went back to my last save before the ending quest, and went on playing as if it had never happened. Having said that, this still should be pretty sweet. I'm wondering what the effects of the DLC will be, ie will the people you meet in the wasteland be ignorant to Project Purity, etc.? I'm sure they will, of course. I still remember saving the world in Oblivion, only to find the guards still cussing me out as if nothing ever happened. :)

Oh, hey! Ten bucks to get the game Bethesda should have shipped in the first place! Really, how can anyone look at the previous Fallout games, with their multiple endings based on branching choices, and then go and release a Fallout game with only one ending?! Christ, I should have had the choice to send someone into that room in the first place, not needed an expansion pack to allow me the capability! And raising the cap to Level 30? Really? A whole 10 extra levels when the previous games had either no cap, or a triple digit one? Fuck. That.

Also, Bethesda still gets a giant "FUCK YOU!" for not releasing this for the PS3.

Yes, I am bitter.

Just once it'd be nice to go into a Fallout comment thread without getting a load of PS3 fanboys whining about DLC.

You'd have thought they'd have gotten over it by now - JUST PLAY ANOTHER BLOODY GAME FOR CHRISSAKES!

I have Fallout 3 for my PC, but I must admit that I think it's a dick move to not offer this on the PS3 as well. I hope that it's just a matter of "We're working on it, but we wanted to get the PC/360 versions out now instead of making people wait."

The best thing about the PS3 rants are the people who shit on the DLC and the game itself, then complain that they're not getting the DLC.

It sucks that it's not coming to PS3, but take a deep breath, folks.

I couldn't agree more with "akathatoneguy". I love Bethesda and I love the world off Fallout and the Elder Scrolls but they all seem to fall short of having that fine tuned personal touch. I.E., no NPC's ever use the name you choose, You never get to see any of your facial reactions to any dialogue, accept in the wonderful new world of V.A.T.S., when the camera sometimes zooms in on your face. I know Bethesda has Elder Scrolls 5 in the works and Fallout: New Vegas as well. So please lets see some more in depth personal touches, like being a master armorer and being able to make my own Personal armor and being able to see it before I am walking around in it.

Didn't read to avoid spoilers, as I haven't finished it yet (too busy playing Lost Odyssey). But I'm curious, as someone who hasn't downloaded the other two expansions yet, should I get this one first?

My brain thinks it might be a plan to raise the level cap in my game before I play the previous two expansions.

Wolverine, I never found Dogmeat either, after putting in more than 60 hours. I could've sworn I went to that junkyard, too...

Brimtastic, I would probably get this DLC first because of the level cap thing you mentioned. I've only played Operation Anchorage, but you could definitely hold off on that until later. The gauss rifle is sweet, as is the stealth ninja armor that turns you invisible, but it sucks when you don't earn any XP for the kills.

A gun that destroys aircraft in one but its supposd to be difficult to kill a super mutant errr ok

I jizzed in my pants

one question though, would be ok if I played this DLC first before playing the others or would that screw something up?

@ daysocks

Too late to guage it's possible that they have accommodated that choice, or at least explained it's non-effect in-universe.

@ The Amazing Senazin

I sincerely doubt that it would screw things up, it would be counter productive to release DLC that can be purchased in any order and not make them cross compatible in terms of order played. Especially since the first two pieces of DLC were essentially sidequests.

After playing out Daggerfall, Morrowind, and Oblivion... I was actually disappointed with Fallout 3. Granted I didn't play it long enough to get into the "interesting" parts as my friend put it.. but I figured 6 hours of the same bleak wasteland with no ammo to be found anywhere except BEHIND heavily armed enemies got really annoying, really fast. Combine that with endless ambushes of enemies that could insta-kill you before you even know what hit you and getting stuck in the shopkeeper's suicide mission book research... with no clue what to do or where to go next... yeah... it really turned me off. Any game where you can turn the radio on, but have to spend 10 minutes trying to figure out how to turn it back off again, is sacrificing gameplay for artistic grandeur. Don;t get me wrong the world looks really nice, it just isn't very well designed from a gameplay perspective. Limited ammo that (in my limited experience) does not replenish, combined with enemies that continually replenish = slow and agonizing road to being bent over the coffee table (as I got to at one point.) I eventually got stuck inside the city, penniless, ammoless, and unable to find any way of killing the baddies just outside the nuke worshipper's hometown. If I had to rate it I'd give it a B. If you're going to buy it, buy it used, and buy the strategy guide so you can find every ammo clip. You'll prolly still run out, though.
