The Vita is amazing tech, Sony will get back to the top again.
Now the Vita is taking hits at the Wii U. And while they may not be entirely the same, the end result is that 1) you don't have to use it if you don't really want to 2) Vita is a console on it's own so it'll have it's own game and you can take it anywhere perhaps even using the cloud to take PS3 games and your saves on the go and 3) it'll probably work with the PS4 as well down the line.
P.S anyone saying 'hurr durr now the wii U is pointless cause this is the exact same thing' needs to go stand in the idiot corner for a week or so.
Also, this functionality is cool, but I'd rather just use a dualshock. As others have said, it might be uncomfortable, probably has shorter battery life, has smaller sticks, etc. etc.
I guess coolest the scenario would be if you were at a friend's house whom had a PS3 but not 2 controllers. If they allowed you to carry your profile, DLC, game saves, etc on the Vita that might be nice. But since the PS3 hates multi-profile games anyway...
Big "meh" on this idea.
i am not looking forward to the fallout when this thing arrives DOA later this year. unless they drop the price before the Xmas season, it's going to be a blood-bath.

-Nintendo does something in the near future
