That firstly is just bullshit. But it also means that they already had the content made when the game was going out for printing, Because how else would they know.
So If your issue is the content was made and is being held back, then this hardly helps.

I don't think that the melee attacks will be premium DLC. I don't think Capcom are so bad as to charge money for new punches and kicks for Chris Redfield.
That would be win-win for Capcom and the players anyway,so here's hoping for that to be true.
All Capcom said they'd do was re-evaluate actually putting DLC on discs. They didn't say they'd change how they plan DLC, when they create DLC, how much DLC they'll create, how many trivial/freebies they can instead turn into DLC, or how much of a game they might carve up or set aside for DLC purposes, or anything like that.
If anything, the blow up over SFvT might have hurt efforts to reign in Capcom's DLC practices, because so much of the vocal majority got hung up on the "on disc" part and was appeased by Capcom's "we might cut back or stop putting it on disc, but we'll keep doing everything else" response.

Being on disk at least allows those with a crappy internet connection to still purchase the DLC and simply download a code to unlock it instead of actually downloading the full content. If the space is there on the disk - then why not include it?
... at this point gamers are just being stupidly naive if they honestly think that DLC is created entirely after the game is shipped and is truly "new" content and not content held back from the original game.
We shouldn't have to pay for a new difficulty level.
We shouldn't have to pay for new characters.
Yet people do while Capcom finds even more slimy ways to withhold content from us.
