In an interview with GameTrailers TV, PlayStation marketing SVP Guy Longworth confirms a Call of Duty for the PS Vita. He said that "in the autumn, [my teenage sons are] really looking forward to Call of Duty on Vita, and we think that's going to be an absolute game-changer for the platform." No other details were given.
A CoD on Vita really could be a game changer. Imagine an always-on multiplayer experience where you'd get leaderboard and friend status updates on-the-go via 3G, and then could hop on for online matches anywhere, at any time.
Longworth also confirms that Sony's first parties will be working on Vita games. Good news: he says that Naughty Dog will be working on something. "You'll see a number of games coming out from all of our studios," Longworth said.

No, they usually don't announce or talk about such things out of turn.
Which is why the Super Smash Bros WiiU/3DS "announcement" was so uncharacteristic of them.

If I was in charge I would make a rule that said you can no longer make modern warfare games with 20% of real color anymore. You have to do something different for once, there's only so much shitty multiplayer games I can take.

i love how they screw with actual developers and publishers announcing titles and deals that don't exist - like how "new" Monster Hunter is coming to Vita this year, despite Capcom's repeatedly saying that the psp version of MH 3rd Portable will be the only MH game playable on Vita for the next couple of years. same goes to all those "3rd party exclusive content" deals announced by sony during E3's that turned out to be Sony claims without actual approval or knowledge of from those publishers - ps3 version of SSX getting exclusive mountains? EA didn't even know about it.
as for "new" Call of Duty on Vita - it was announced last year already and no one cares outside of people who play CoD games on ps3/360. sales of CoD games on other platforms are miserable to say the least(with sales of psp CoD game being complete joke).
I think you hit the nail on its head, COD is just the time of shooter to play on the go. I think they just need some good bots(blops bots weren't half bad then again the average COD play is pretty dumb) anda nice survival mode and its golden.
At the same time, Call of Duty is America's Monster Hunter. If they market this right, it could be a serious system sell for Vita. And, fittingly enough, it would be coming about 9 months into the domestic life span of the Vita. Same time Tri G came to the 3DS in Japan.
