Because it's the most profitable one. For all the shit forum-goers and blog commenters like to give it, XIII and XIII-2 have done very well. There's gold in them hills.
To that end, well, I can't pretend to care about the name (I'll be bumfucked if it's anything other than FFXIII-3), but yay, anyway. I'm looking forward to it. The first game failed to grab me, and upset me in many ways (mostly the realisation that the turn-based gameplay I love was gone for good), but XIII-2 managed to actually be really, really good. One of the best Final Fantasys to date and definitely the most beautifully orchestrated and powerful ending, which becomes utterly heartbreaking if you play the Lightning DLC. I think it's a real shame that so many people will deny themselves XIII-2 because thye did not like XIII. It's understandable, but still a shame. XIMII-2 is one of the finest, brightest highlights of this gaming generation, and dare I say of any generation.
I played the demo of XIII-2 and... well i kinda liked it at first. But after a few fights i could let it all go on auto pilot, really didnt care for it.
And then there is the art style, worlds apart from what i enjoy^^
Law of diminishing returns, XIII-2 didn't sell nearly as well as XIII. One could probably say that it was a flop compared to XIII, and I'd imagine the production costs were quite high.
Not to mention this "work on half a dozen Final Fantasy titles" stuff does not seem to be working for them well at all. If XIII was the most profitable Final Fantasy in history, maybe one should take into account the greater cost it had on the rest of Square Enix to produce it. In the grand scheme, Square Enix is not doing well, and doubling down on a strategy that has never worked for them will not pull their asses out of the fire.

That whole deny ourselves thing makes gamers sound like a bunch of weirdos incapable of acting outside our compulsions. I know you didn't mean it that way, but that argument irks the shit out of me. In any case, Square Enix earned it. They earned every drop of ire the series has gained, it's probably the prime example of design by committee gone wrong.

square is doing this because they are lazy and want to make easy cash.

To those that keep mentioning Versus XIII: You realize that game will never see the light of day, right? Squeenix doesn't want to officially cancel it to save face, but they definitely are just wanting it to quietly disappear.
I hate to break it to you, but that can be said about every Final Fantasy ever.

I'm not saying XIII or XIII-2 was as great as XII was, but seeing people lose their minds over SE not making every game exactly like FFVII or IX gets really old. Open your minds a little. Or not, whatever. Play what you want, opinions, blah blah blah.
Yes, the consumer would have to bring all the attention and imagination to the table because lord knows Square is devoid of both these days.
Also, bonus points for blaming FF's problems on COD and Madden.
