Kinda have to agree with you there. And really, how are they going to "completely restructure it" and still have it be Killstreaks?
The only way I can think of off the top of my head is to make it based off of KDR.

if they make it so that Killstreaks cost a RIDICULOUS amount of kills, and then you have to harvest kills by collecting them from enemies you killed, ala Headhunter in Halo... MAYBE that would work... maybe.

true, deathstreaks were rewards for getting bodied, but can you argue with my logic? someone who's killed 10 people without dying doesn't need EASIER kills beyond that point.
Killstreaks are one of the things that make MW a unique experience. Do we really want another generic multiplayer shooter?
I'd probably play the game without them, but I'd be very disappointed to see them gone.

MW is so unique that every modern FPS attempts to copy it. I sincerely hope that you're trolling, otherwise you're just an idiot.
Players consumed with streaks ruin the game by A) camping and 2) ignoring objectives.

The game is at a point now where 5 seconds into every match you're constantly getting ass fucked by helicopters, dogs, RC cars, UFOs, invisible bikes, missile strikes, flying monkeys, etc. Most of which is completely unavoidable, even if you -do- see it coming, which you often can't. They made it even worse by making kill streak kills lead into more kill streaks. They could completely solve the kill streak spam problem by just making it so only your personal kills count.
The original MW game is immensely fun to play, but it's the kill streak bullshit of the sequels that eventually sent me fully into the arms of BF:BC2. Honestly, now that BF3 has a date and looks to be literally everything I ever wanted from an online shooter, I have zero interest in how IW plans to change things for MW3.

Personally when MW2 hit killstreaks went to shit. Giving to much power to players already leading.
"Maybe instead of kill streaks, kill quotas...at ten kills in a match you get something, 15, etc, even if you die inbetween. This way, you can only activate each reward once, plus its a little easier if you play rambo style"

I gotta disagree. Killstreaks sometimes have been the difference between me having a positive k/d and not. It feels so great to have a come from behind win after dieing 7 times in a row.

Seriously, I love me some Domination, but nothing annoys me more.
I may only get a handful of kills, but I'll get more captures and defends than the rest of my team combined, give me a little something for it, you know? Maybe then people would play the game mode the way it was meant to be played.
That or don't track KDR of Objective based game modes.
10 kills with an assault rifle = radar
10 kills with a sidearm = RPG unlock (1 rocket, once per match)
10 kills with shotgun = sentry turret (once per match)
10 kills with lmg = remote controlled rocket
10 kills with smg =
19 kills with knife =
10 kiills with grenade =
fill in the blanks... you get the idea.
encourage switching up classes, moving around NOT CAMPING, rewards aren't spammable, etc.
