What other main stream subscription based MMO does it? I can't think of one - Rift, Aion, WoW - anything really. They release full games (expansions), but not $10 piecemeal DLC.
WoW has a lot of cosmetic dlc you can buy. Remember those $25 flying horse mounts? $10 pets? Some of the pets for a limited time were for charity causes. Just looking at their dlc "pet store" you can spend $110 on different dlc for the game. At least in WoW it didn't have important things that affect the game as paid dlc.
Paid content in in an MMO billed as "free to play" is the shitty move because its an admission that to properly play the MMO, you must pay.
At least DCUO, WoW and others don't beat around the bush. Your money is going to content creation, server management, maintenance, GM services and more. You know, stuff that costs money. Keeping these things going is not a charity.
Why is it so hard for people to understand that? Free to play MMO tend to have fewer servers, no content creation, minimal updates and minimal GM services, if any.

I was in disbelief that a mainstream MMO would have piecemealed content that directly's affect's gameplay. As you said, WoW was cosmetic.

I think you're misunderstanding here.
Paid Add-ons are not how real MMOs have worked, and never have. Expansions and subscription fees are how they have worked. At least, that's how the successful ones did it (The big three: Ultima Online, Everquest, WoW).
The above DCUO content seems like a console-esque piecemeal "DLC" model, and less like a traditional MMO model, which is "subscription based content; expansions every 1.5-3 years".
Because I don't think it's "only" going to be every 6 months.
And I think they're also going to have the 30 buck every year and a half expansions.
Because they're greedy.
I don't think CO does a better job of being a superhero action MMO than DCUO. It rife with problems as well, and it's not free. The free games is a completely neutered version of the real game, there's no power customisation whatsoever and none of the classes are viable compared to what one can make with all the options. To really play CO you have to pay. I also think that DCUO does a better job of making an action MMO, CO was just the same as any other bog standard MMO, but you just moved around a tiny bit more. Neither of them are particularly good, but I think that COs issues are inherent whereas DCUO could be fixed if they just tightened alerts and fixed the social aspects.
So what you're saying is
WoW = 1 large Expansion 1.5 to 3 years for $30
DCUO = multiple free dlc, $10 mini expansions every 6 months, and (possibly)a regular expansion 1.5 to 3 years for $30
So with DCU I either get a decent amount more content on a regular bases for the same amount of WoW or more than twice as much on a regular bases for the same equivalent amount.
