Kojima Productions confirms that they're looking to open a new studio in California. A tweet from senior producer Kenichiro Imaizumi says that they're looking to set up shop in The Golden State, but only if they "can find the right people."
Kojima is hiring all kinds, with the most recent job listings asking for project engineers for the latest Metal Gear Solid game for "high-end consoles and PC." Develop says that they're also looking for engineers to help with the FOX Engine as well as programmers, audio folks, and artists for concept and characters.

I'd rather have a port of MGS HD collection on PC since the PC never got MGS3 and Peacewalker additionally it would be nice to have a PC version of MGS2 that did not have to go through SSE.
At least we got MGS: Integral.

tl;dr According to a business-friendly tax research group, CA has a high basic business tax rate but becomes middle of the pack once you factor in a wide variety of available tax credits and structural effects(e.g. they have a flat tax, so it's advantageous for companies who make lots of money as compared to states with graduated corp. tax rates).
