fight goblin early on, can be a tough battle at level 1.
come back later at higher level 20. destroy goblins face with awesome powers.
i assume you go in a spot at level 5 the area scales from its lowest level to yours, so that area could be a level 10-15 area. and locks in at 10. but go in at 11 or so, then its scales to you?

I wholeheartedly agree. This is why I couldn't stand to play Oblivion. And in Borderlands they don't scale all the time, just as you progress, then they scale according to the level you are at that time. If you go back to the beginning (Fyrestone, to be specific) of the game as a level 30 or so you'll see the enemies there are about level 10 or lower. They only scale to a point, then there's some sort of max level they can reach for scaling and you can surpass them. But it fucked me over in the Underdome.
Dynamically scaling levels with a hard cap-point seems to be an interesting solution.

This sounds a little different though. Sounds more like MMO style level system... but instead of needing to get yourself to lvl** before you can fight properly in an area... the area scales down or up to whatever level you are at. Could work.
I simply meant that it doesn't scale in the traditional sense. I apologize for working with headline character limits. I'm sure it could've been rephrased somehow, but that's what I came up with... my apologies, really.
As you progress to level 18 and above the enemies in the area will scale along, so if you are level 21 those enemies will be level 21 as well.
So you go on and slaughter some more until you reached level 26. Now the enemies will be level 24, not 26. Why? Because lvl24 is the maximum level in the range they have been given so they don't scale any further than that.
As far as I can tell enemies just don't have a specific level. Only a certain level range in which they are allowed to scale along with the player.
That's not scaling. That's initial determination of levels from a narrow pool that remain static hence forth.
