Because US audiences aren't as wildly accepting of random video game branded foods. Sure, Mnt Dew obviously found a way to do it with Gamer Fuel every year, but we still see it as Mnt Dew in another one of their whacked out flavors -this snack is a completely different bag of tricks because its literally asking you to take a risk on not knowing what the hell this treat takes like at a chance at a random card. Unless its a well known boxed cereal, your not going to get that kind of commitment, even from kids.
Overall, I blame the late 80's, early 90's, when Nintendo had out their awesome Mario/Zelda cereal that pretty much disappeared in as quickly as it came. Or their variety of fruit snacks. Or even those Tetris Crackers that I think Tony posted on here over the last 6 months. The companies involved didn't see a market here and have rarely come back.
Should NOA team up with an a trusted American/western company? Sure, of course they should, but thats probably taking on a lot more hoops then they're willing to jump through here just to promote a game with a character that hasn't been seen in all his glory since the 80's (seriously can't count Smash Bros for much), what with contracts and whatever fees they need to pay for such a thing. It's probably a lot easier for us to find a semi-realistically-cheap importer and just cut out the need to buy 40 boxes of overpriced western whatever just to get a shot at some of these cards, cause you know whatever company they'd go with would just end up being $4-$6 a box.
