Yep. That's about it, really. Glen Forrester's GNILLEY is a game in which you put those vocal cords of yours to good use by screaming into a microphone. Shouting allows you to move through barriers and obliterate enemies.
While there is a download for the free game, let me be the voice of reason here and say that your neighbors might not be particularly fond of you playing GNILLEY. It's going to sound like one of those non-episodes of Dragon Ball Z where it's just two characters getting pumped the eff up for twenty minutes.
The Global Game Jam presentation that's located above is hilarious and it allows you to experience everything the game has to offer, so sticking with this video might be the best way to go.

my favourite part about videogames is getting a bunch of consoles and TV's in a basement with a group of friends, then getting drunk and yelling all night.
This would be great as an XBLA/PSN title, with multiplayer that just amounts to a literal screaming match. Perhaps a co-op mode where different volumes are needed from each player, as they're working through obstacles from different parts of each screen.
Certainly no worse than any of the other gimmicks we're being gifted with this year.
There was some weird Japanese PS2 game similar to this, but I can't think of the name. The premise is basically the same in that you yell to win, although you are just trying to destroy meteors before they hit Earth and don't really move around like you are do GNILLEY.
