It loads the patched files on the fly, just place the files in the the root of your sd card, and follow the instructions on the website. The patch doesn't work on backups in it's current state, but if you know how to use wiiscrubber the instructions for replacing the game files on the iso with the translated one's can be found here.
Because...they're Nintendo.

It uses Bannerbomb to go through a hole in the Wii's OS to install the patch to the internal memory from an SD card. You can also load it through the Homebrew Channel if you have that installed. If you want the patch wiped from the Wii completely, you just need to load it up and choose to uninstall it. It'll be like it never existed.
It uses banner bomb, an exploit that is also used to install the homebrew channel. It is very likely an update could prove banner bomb useless but not like the wii hacking community won't have it working again in a matter of hours.
Is there a way I can? Because I'd go crazy importing some games.
Install HBC, Get Gecko OS.
As for Fatal Frame though this translation patch makes the game region free as well, but if your interested in region free gaming in general, HBC, Gecko OS.
You can do what Chronos said to run imported games on the Wii, but for this particular one, you don't even need to do that much.
A few rogue contributers basically localize this game in a couple of months for free but Nintendo won't bother to assign like TWO staff members to translate an already complete game for release in America.
I guess fans do what NintenDON'T.
Well done, fan-patchers. You should be payed a living wage for your awesomeness.
Anyway, sounds decent, but I'm not that big on Fatal Frame. I'll check it out eventually.
