Fallout 4's ending won't be 'the end,' and other revelations photo

What were your two biggest complaints with Fallout 3? An ending that forced you to revert back to an older save in order to continue playing, and a level cap that was set too low for a game of such great length? Yeah, it figures.

The good folks at MTV Multiplayer asked Fallout 3 executive producer Todd Howard what Bethesda learned from gamers' reaction towards the game that will be resolved in the next Fallout.

"Greatest lesson? Don’t let the game end, and don’t have a level cap," Howard replied back. I -- and I'm sure many of you will agree -- simply could not be more pleased with that answer.

But while we're on the topic, what else would you guys like to see make it into Fallout 4? Better animation, additional quests, or more of the same? You tell us!

Bethesda have the atmosphere, the graphics and the gameplay down pretty good, but like Oblivion, there is an issue with how the NPC's react and talk:

For example, sometimes NPC's will suddenly start runnning or turning in a really unconvincing fashion, responding to slight stimuli instantly, even if they didn't see it. Better animations for running, walking, and interacting wouldn't be bad. For example, make them move more and interact with their environment - if there's a pool table, have them play pool. If they become hostile, put some animation in that shows them becoming angry, don't just have them be standing still one second and attacking the next second.

Oh and put in more actual quests. Yes, Fallout 3 does have 100+ hours of content in total, but very few actual quests that show up in the pip-boy. Bethesda needs more of these, even if it cuts down on some of the random encounters and self-discovery quests.

I'd rather see them build on Fallout 3, See DLC packs.

Florida(Re: Miami); As Fallout Tactics 2 was going to acur there.

No! Fucking no! Just stop Bethesda, just stop and think! You don't have to end the game at the end, that's fine. But why in the name of holy FUCK would you take away the level cap? That was like the one thing that kept it from becoming the next Elder Scrolls game. It's the only thing that actually makes you choose your path, and gives different classes meaning. If you take away the level cap, it becomes Oblivion or Morrowind, and you can just get all your skills to max. In fact, you can already do that with those damn skill books. I don't mind the bobble heads (although they make setting skills to 10 initially meaningless), and a few skill books would be fine, but there are way too many. God dammit, just fuck it. These people don't know how to make an RPG. I guess if they can make a working game with Fallout 4, then I'll still get it. But still, Jesus Fucking Christ...

If you think you can make a better RPG then go make one. Also, I think the Morrowind and Oblivion formula worked pretty damn well. If YOU dont want to let all of your skills max and just become god, then why dont you just start a new game every time you want to 'choose your own path'.

Why should the thousands of millions of people who want a limitless game have to conform to what you want?

Level cap? Pfff just type setgs imaxcharacterlevel ## (the number you want) in the console and voila, you can grind to infinity (but don't be evil or else the game crashes).

I would want better navigation or directions because I got lost trying to find places like tocoma park I also wanted to go into a vault other than 101 that had people in it

@SnakeDude4Life: I agree with everything you said. Florida might be an interesting change in scenery - I would almost want it to be sunken and the mountains/hills are the islands where people live. Or at least have part of the area be like that. Also, mutant dolphins.

I don't think they have to remove the level cap, just bump it up maybe to 30. I think they should do that NOW with a patch.

well honestly once you beat it there really is no "new game plus"

most of the sidequests depend on your karma anyway so it's not like you have an option.

would be nice to have a new game+ though.

I can has more non-combat options? Combat's cool and all, but when it seems like my only path to advancement is *always* combat, it takes away from me really caring about the progression of the story.

maybe I should just re-roll as a strong guy and see if I enjoy things more than I do now as the med-tech guy . . .

More of the same please. Level cap? Eh, I guess, I don't need it taken off considering how bad ass I ended up on my first playthrough, but whatevs.

But anyway, yeah, I'll take Fallout 4. Sometime in the next 2-3 years would be swell.

I already solved the level cap problem: setgs iMaxCharacterLevel 100

I figured why, if I just laid out cash for the new DLC, should I not reap some exp reward for playing through it. And then I answered my own question, and set my maximum achievable level cap to 100

Better looking NPC's/Player Models(sure PC mods can remedy the ugly but would be nice if it wasn't without the mods)

Less rigid NPC's, its that whole uncanny valley issue.

The oblivion engine is showing its age as well~ though I also understand that it is an open ended world so some limitations must be present.

Fallout games are designed for replayability, and the level cap encourages this. It's a breeze by lvl 20 anyway, so quit yer bitching.

But yeah, the definitive ending needs to go.

Fallout 2 allowed the game to go on after you beat it. It shows how much Bethesda paid attention to the old games!

Now they can reintroduce this feature, call it an innovation, and be granted a new GOTY before the game even comes out! Hell, before the game has even left the design stage!

A forth game would definitely need better AI interaction. Just yesterday I was in Rivet City and watched the mop girl ask a customer for his order, walk away, walk back and then reask four times in a row.

The dialog animation also needs an overhaul. I'm tired of just seeing the characters freeze into a rigid pose and talk with zero body movement. Take a note out of Mass Effect's book and go to town with it!

A new engine wouldn't hurt either. I mean, sure, Fallout 3 looks amazing for the scale of the game, but the engine's definitely starting to show its age.

Some of it looks good, but most of your game looks like last gen when compared to games that were released years prior. (See BIOSHOCK, Drakes Fortune, Fuck, even The Legend of Zelda: The Wind Waker looked better than these polygon rich environments and characters..) And don't give me any shit about how "big" this game is.. Honestly, it's comparable to Wind Waker. It's just a matter of the studio making the best of what they have at their disposal. It's not hard to hold back a LITTLE BIT on the overworld to make the rest of the game look good.

Stop clinging to that engine, and perhaps adopt a new one.. or UPDATE THE ONE YOU HAVE. It's almost 2010, and you people have us paying full price for a game that isn't complete and looks like it could have been put on the fucking Wii.

Another thing, Bethesda: Stop the exclusive DLC bullshit. If you release a game for ANY system, support it. if you're not going to fully support a game on a certian console.. DON'T RELEASE IT! You've screwed at least one million people by playing favorites with the consoles and DLC http://www.vgchartz.com/games/index.php?name=Fallout+3, and hundreds upon thousands of the people who spent $60 on your game now won't get to see everything that they should be seeing. When you alienate a specific group of gamers, they don't forget it when you release new games... They sometimes tell all of their friends "That studio releases incomplete games with shoddy graphics, they also don't release patches or updates for the system I own... don't buy games from them"

One thing that just annoyed me was the Brotherhood and Outcasts calling me a Rock Banging Local from a Cave....while I was standing in front of them wearing T-51b and sporting a Plasma Rifle...just kinda killed the mood really...

Though, the Original Fallout's had Level Caps and Endings...so you know, I guess people want Oblivion Style open gameplay that doesnt end....

Might as well throw my pointless two cents in as well. What do I want in Fallout 4? An end to this stupid environment leveling system that Bethesda seems to have a hard on for. If no matter where I chose to randomly go I only fight things my level, combat quickly goes from "desperate life or death struggle" to "annoying interruption from sightseeing", like being asked for change from bums when on vacation in a foreign country.

Any new Fallout will always be a polarizing thing, because of the brilliance of the first one, and the mediocrity of the other games in the franchise.

That being said, I think Bethesda did an absolutely fantastic and faithful sequel.

It makes me sad to see people bash it (ahem... no mutants allowed) just because Bethesda were the ones who made it. I guarantee that if you slapped an Interplay label on the thing, most of the bashers would have came in their pants after playing it.

Here is to more Oblivion with guns!!!

Are you fucking serious? Where the hell are your expectations for console graphics?

The issue here is you're trying to compare Bioshock's hallways with Fallout's gigantic open world. That's stupid. And I honestly believe we've sucked nearly all the graphical power of the 360. Maybe not the PS3, but the 360 is practically done.

If you don't think Fallout 3's content alone isn't worth the $60, and that somehow graphics equal value, then please continue buying Gears of War games.

Also, Fallout 3 looks amazing on my PC.

A different setting would be nice. While the environment was incredible the first time I played I really got tired of the Capital Wasteland's mucky browns and grays after a while. Just because the world ended doesnt mean some things cant be pretty. The earlier suggestion of Florida would be neat. You could have Pirates instead of raiders!

Maybe set it somewhere set apart from the where the nuclear disaster happened, someplace more suburban, and expand the map to still have a devastated city elsewhere that could maker a nice contrast as you travel around. With that in mind, a more convincing suburban set up. I find it hard to believe sometimes that people where living in small 8 house towns outside of DC before the blast. Actual sized towns, even if all the buildings are accessible would be nice.

Better voice options that actually lead to changes in attitude or have more effect on the good/evil side of your character. After playing through several times I realized that the dialogue almost always loops back around to certain default lines which makes conversations seems totally wonky (Insult the NPC, he responds angrily, then suddenly reverts back to his set conversation that explains cheerfully how you should understand him).

Less monotone voice acting. I feel like Oblivion didnt suffer from this as much, but that's probably just because I havent played it in so long.

There are plenty of other things, but I dont want to flood this too much. Fallout 3 was an amazing game, but there is always room for improvement.

I want better scripted action sequences. Stuff like the game's climax just didn't seem as exciting as it should have, because the other characters all moved slowly and clunkily, and the action was not very hectic at all (difficult, yes-- intense, no). Oblivion had the same problem, like in the battle at the end. You had a bunch of dumb, slow characters clunking away at each other, and it looked more like a cheesy gang beating than an actual battle. I think that they need to take a look at some other games like Half-Life 2 and see how a truly great action set piece is done.

The graphics were awesome on the 360. I fucking loved Fallout 3, but I wish there were a few more quests. Probably my fault for getting through them too quickly, haha. Fallout 3 is worth every penny.

Fallout 4...hmm...I have to agree with most everyone that no ending and no level cap is definitely needed. I'd also like to see more content, maybe...say, 10 more quests. I'm a quest addict, and the more, the better. I would also like to see better DLC. Operation Anchorage was great, but I got through it too fast. I needed more! MORE!

I'd also like to see even greater detail in the story, and additional weapons. I can't think of much else I'd like to see at the moment.

think the next one should take place in new york-imagine all boroughs and liberty island are their own city and you can cross the bridges to new jersey or take a boat ride down the irradiated Hudson river-so much potential there

I'm still waiting for the day a sandbox game takes place in Chicago. From what I can recall no game has done that (ala GTA) and Fallout's story would perfectly justify the only interesting place in the entire Midwest as a setting. Also, more of the same and plenty of nudity and guns that shoot more titwankingly awesome destruction. 'nuff said.

The ability to choose how you start out would cool. You could chose to be from a vault or to be a raider or a slaver. Maybe you could choose from two or three cities to be from. Or you could even be a ghoul. And what the hell happened to beast lords?

have be set in multiple locations across the WORLD! (but let us revisit each area if we want to), a few ideas for areas I have are

post-apocalyptic New York

post apocalyptic Southwest like the original Fallout 3 was set

post apocalyptic Miami like SnakeDudeForLife said

post apocalyptic eurpoe

and finally post apocalyptic China

oh and I also wouldn't mind if they padded out the areas with more well.....vast wastelands

GRAPHICS! definatly needs an update, thought i was playin the Wii or somthin. More good and evil options....character changes (appearance) when good or evil like fable. NPC need to be improved, more......game changing events and quests.....like the Megaton Nuke level, we need more quests that shape the game and have multiple outcomes.

I just saw this, it was a while ago that I played it. But one thing that stuck in my mind that I loved and was drawn into at a deep level was when you would go into dream like reality's, in fallout 3 you get in to that dream pod thing (cant remember the name) and your in a little town with all made up children and people! I loved that and really like more of that please. I like it, it makes you feel like your someone else, you know draws you in. I Also think something happened like that in Oblivion as well!

hmm.. I wonder, if in fallout 4 we could write our own note,, because sometimes the player forget what they have to do or where do they need to go in or out of quest.. What if hacking a computer more interacted with players, player should write down the hack code (given by his/her dad in the story or someone in the start of the game) and then proceed to searching the passwords, maybe it takes long to write it down first, but thats the art, (just like lockpicking, i like that!!) we become real survivor in this game,

hmm, this sound impossible but i wonder if there's no pause while using pip-boy (when hidden), because i like reading notes while i wait sittingdown in the middle of the night.. And add flares or we could make torch in the game.

I think Bethedsa did an awesome job with Fallut 3. Though there a still a few thinks in the game that need to be tweaked, such as:

Make more deaths for bloody mess, im sick of seeing somebody's every limbs get blown of thier torso all the time, make it more detailed. Make more quests, after i finished the game i just spent another ten gameplay hours before i decided to go murder everybody in tempenny tower and rivet city. Make it so you can have a girl friend also. Allow the player to have more than one follower, i like the idea of having my own personel army, not all the players have to do this, it can just be an option.

Make more accesible buildings and doors. Make the hand to hand combat better as well, when i look at my character punch he looks like Mike Tyson after he has been injected with a local anesthetic to his entire upper body, there's no point upgrading your characters unarmed to 100 if he/she looks like a dweeb when ever he/she throws a punch. Destructable buildings is a good idea. No cars, that would just screw up the whole point of fallout, if you include cars it would pretty much be GTA in a post apocalyptic wasteland, so just stick with the fast traveling system.

More guns and melee weapons, and dont make the good guns such as the sniper rifle and the 44 magnum have so little ammo yet they decay quicker than a dingo with a baby. Last but not least, TITS! TITS! and even more TITS!

Personally Bethesda I think it's rediculous that ur only aloud to make 3 more fallout games and if u made a hundred more I'd buy them ALL and as a real fallout fan with every single one I'll admit fallout 3 best one yet but new Vegas wasn't the best but you all deserve a nother chance

You also need more followers because all the human and non-human companions do is make people get annoyed and cheat all of the time. but then again I've never designed a game before unlike u so just change a little and change the level up to about 40 so no one can shout at u ooh and keep that beginning perks I love that bit on fallout nv
