Bethesda has released their second Fallout 3 fan interview as a post on the game’s official forums. Answering 25 fan-submitted questions, they provide quite a few interesting bits of insight into the upcoming sequel. Three new screens, which you can view in the below, were also released in the post.

As I began reading this Q&A, my eyes were all but magnetically drawn to question #9 -- possibly due to my PC Editor senses activating -- which announced that the PC version of Fallout 3 wouldn’t include any tools for mod creation. Wait, what!?

“It will definitely not be included on the disk,” stated executive producer Todd Howard. “If and when one is available, it will be a free download. I wish I could promise that an editor will be coming and when, but I can't. Our focus is first and foremost the game, and it's a major undertaking getting an editor ready for release, and making sure the game plays nice with the data users create. That being said, we'd love to see it happen.”

Ok, so it’s looking likely they’ll release it some time after launch as a free update. That certainly puts my mind at ease, as mods have always been a big selling point for PC games. Howard also adds that while the PC version could see mods at some point, it’s highly unlikely that the PS3 and 360 versions will. They are in talks with Sony and Microsoft about it, though.

So what, then, has Bethesda so occupied that they’ve been unable to scrap together an editor? Maybe it’s implementing the 40,000-plus lines of dialogue that contains plenty of “slavery, children, drugs and addiction.” And while there will be children in Fallout 3, you can’t kill any of them, which I know was your first thought upon hearing about their inclusion, you violent, violent gamer, you. Highly unlikely the PS3 or 360 gets mod support?

The PS3 has done mods with UT III, I don't see them all of a sudden shunning mod support for Fallout 3. They may not put out an editor but they could do something similar to what Epic did.

God dammit. A game company truly isn't "edgy" until they can offer a game where you can blow the heads off of children.

With that said, I hope if a mod tool is made available that the first thing made will be a mod to murder the helpless children. That, or rape slaves. Either one is good.

I think this is great news. I always like to hear that a developer is focusing on the game itself rather than the trimmings. Although I'll be buying the Xbox version, I can see myself trading it in when an editor becomes available for the PC version.

This is PR-talk for "We don't want the child-killer and whore mods to come out where people are most likely to notice."

I think they have exactly the right attitude about the thing.

They know the benefits of allowing mods but it's definitely a higher priority to get the damn GAME done first.

And due to his candor about it being "free" if it's released, I'd say that's it's definitely at least being planned.

AS for mods; of the two, sony seems most likely to allow mods since they've done it already with UT3, I'd just have to guess there'd be some sort of "approval" phase by Sony as to which mods would be allowed on the console.

Got to cover you legal behinds after all.

Good luck getting free anyhting on the 360. This is definitely going to be a PC purchase for me.

You could actually kill children in the first two games, including with a sledgehammer to the crotch. Old news in the Fallout world :P

headline is misleading. You can't sell your companions into slavery like in previous games.

As I really didn't have a PC when the original Fallouts (1 & 2) came out (I could only afford consoles), I have no expectations that are based on the previous entries. I just hope it is lots of fun. I've got my pre-order...now, I'm just waiting.

Im getting this for xbox anyway (despite playing fallout 1 n 2 on pc) but the fact you can't kill kids didn't bother me till playing the other games. It just seems silly but at least they have them in the game

Okay, Microsoft wants to charge valve to update their own game because they say it would not make them money provide Valves amazing updates. If mods are made, they will cost money, a lot of freaking money. And they will all be fan made and altered because of copyright laws.

[i]18) How far will physical character creation be able to go? That is can we go so far as to add scars and tattoo's in player selected places? Can we decide the body type, facial appearance etc? And will stat changes or fights or anything else later in the game change that appearance?

You get to create your face, but not your body style. You choose your race (Caucasian, African American, Hispanic, or Asian) and sex (Male or Female). You can manipulate your face any way you want, shaping it to your liking. We also have a number of "preset" faces, so you can start with a decent looking face. You can also pick your hair style and color. There are not scars or tattoos you can pick. But, there are beards. And not just any beards. We have them all. We have the most ridiculous list of beards in any game, ever. One of our artists went crazy with beards and didn't stop. We've joked about making a prerelease video of "the beards of Fallout 3". Anyway, they look great. Lots of cool hairstyles as well, from 50s style normal, to half shaved wasteland Mohawks. There are also some ways to "get a haircut" and change your hairstyle later in the game.[/i]

Pc gaming is way better that ps3 or 360 you can run different programs, overclock you gpu, just overall get a better experience.
However it is good to know that fallout 3 will give a free update for the editor, sad it isnt on the disc.
Lets see what some people can do with it when its released.
