Brawl was awful because it wasn't a well-made fighting game. In hindsight, it turned out that Melee was not only a well-designed party fighter, but a relatively well-designed competitive fighter. Mostly by accident.
A lot of it has to do with the physics engine, and with how falling speed, weight, and knockback decay affected gameplay. With just those simple basics alone, the game had TONS of depth. It meant that you played against characters differently, had different combos, and needed different kill moves, and different edgeguarding techniques.
And then when players managed to pick apart the game--mostly with L-cancelling and wavedashing--it managed to increase the viability of less than top-tier characters tremendously. You have Bum playing DK, Mango/Scorp playing Mario, Silent Spectre playing Falcon. . .the engine itself just managed to create a really deep environment for figuring out how to get the other guy off the stage. Or kill them outright.
And not to mention the fact that the game somehow had tons of character-specific strats that just spiced the game up. SHB for Falco, tail-spiking with Pika, missile cancelling with Samus. . .just tons of stuff all over.
With Brawl, they basically took whatever made Melee great and threw it away. Starting with the physics engine. No more wavedashing, DI has greater effect so EVERYONE lives past 200%, weight and fall speed have less emphasis. Even worse, nothing is safe on block. So instead of the high-speed, momentum driven fights in Melee, everything in Brawl devolves into camping and rolling and general evasiveness.
It doesn't help that they removed dashdancing (limits spacing/movement options), and included random tripping (reduces the viability of decent ground play/poking/zoning). Competitively speaking, Brawl is a disaster.
I mean, I'm sure that people will say that Smash is meant to be a fighting game. But why not follow in Melee's footsteps, where it managed to be both a casual game and a competitive fighter?
I mean, jeez. Brawl was so bad that the COMMUNITY, not the developers, had to go and hack the game to balance it. That's how awful it was.
