Jim, a cop on stilts has a full view of all the little dirty doers in his vicinity, like a guard in a tower. He is basically a walking panopticon. He can get a shot on you for a long ways, too.

I find it difficult to believe that, at any point in the game's progression thus-far, a single person didn't say "Why are there police officers on stilts? Isn't that incredibly stupid? Couldn't we just do some sort of floating platform that would be simultaneously more practical from both a design and usage prospective and also considerably less silly-looking?"
I think all those questions can be answered by the fact that we don't actually have stilt police in real life.

I think those shield like plates on the end of the articulated arms are their protection. And they shoot rockets at you. And I assume the stilts are durable and stable, somehow and able to step over most obstacles.
