I've heard both sides of the coin on Deadly Premonition. I've heard that the game is HORRIBLE, and Destructoid users spout memes from it because it's funny, and when people call it "good", it's a running joke, because it plays terribly.
I've also heard legitimate praises, and that despite playing terribly, it's hokey enough to be fun (like NMH or Shadows of the Damned).
So which is it? Should I finally take the plunge and buy this "classic"?

The game may not have the best production values, but the story is one of the best ever weaved in a video game and the ending will have you absolutely kicking yourself. You won't regret picking up a copy, especially as the game is now so cheap.
It looks like a PS2 game and the controlls are garbage. I would go so far to call the controlls in the driving sections über garbage.
BUT, yes it's funny. It's more than funny, it has some of the funniest moments I remember in a game and in this situations you don't lauch about the game because it's bad, but rather because it's just amazingly written and hilariously absurd.
AND it has THE most compelling open world approach I've encountered in at least a decade.

There is Japanese text throughout, but everything is very easy to navigate. Menus are mostly in English, and that is most important.
Most interface related things are in English as well.
Non-Japanese literate players will have the most trouble with: reading side quest info, reading the map, reading dialogue without voice acting (uncommon, all story scenes have voice acting), using the radio to quick travel, reading information regarding solving puzzles, reading information regarding inventory items. These problems can be easily worked out by using an FAQ.
The game comes with a fold-out pamphlet detailing the controls/other mechanics in English.
Overall, the game still delivers everything it needs to for you to enjoy it to the fullest. Not being able to read Japanese shouldn't pose any big problems.

I don't really understand your gripe about the open world, though. I don't know of another open world that allows you to control the flow of the storyline as well as Deadly Premonitions. If you don't want the additional details, then you simply don't take side missions or talk to people. It's very well realized. It may not be 100% realistic, but the characters are still developed.
For the record, Deadly Premonition is one of the few games that I've actually gotten all of the achievements in. I played through it three times, once on each difficulty, and I enjoyed the game thoroughly. The great thing about this game is that you'll understand certain subtleties with subsequent playthroughs, and you'll realize that the game ultimately doesn't hide as much from you as you're probably thinking it does during your first playthrough.
To me, there are a lot of people who play the game based on how other people tell them to play it, and that's a huge mistake, in my opinion. If you let other people tell you how to play the game, then I'm not surprised that so many people end up hating the game. If you discover things for yourself, however, then the game really sticks for you.
I mean, Hell, I didn't find out about the radio during my first playthrough, and I'm glad that I didn't. Had I used it during my first playthrough, I would've missed a lot of hilarious dialogue during the driving sequences, and a lot of that seemingly pointless banter really fleshes out York's character.
and honestly, I have a hard time believing this is anyones favourite game of ANY generation, let alone this one, the best generation of gaming yet. It has literally nothing going for it.
And I said that Deadly Premonition is ONE of my favorite games of this console generation, not my favorite game of this console generation. Just Cause 2 is my favorite game of this console generation (although I prefer the PC version). Deadly Premonition probably ranks about third, and that's primarily because of the narrative and the personality of the characters.
However the concept of this living town and the connections between the characters make them all involved in this mystery, how nearly every person you encounter has significance and their own story, these things are significant and amazing. Agent Morgan and his relationship with Zach (and, by extension, the player) serves to create a connection with the protagonist in a way that I'd never experienced and found deeply compelling. I also think it's genuinely funny when it tries to be (and, yes, occasionally at times when it probably isn't trying).
Trust me when I say that I've never been hip and I don't expect that to change any time soon. It's an interesting game and one worth examining. Clearly, you did not enjoy it and I'm sorry to hear that, but that's certainly not going to stop me from recommending what I feel is an amazing example of the narrative possibilities that games afford us.
