I've been a PC gamer since my dad taught me how to use DOS when I was 6, and we've been dealing with these kind of issues since the beginning. While problems like this are unfortunate, it's almost a point of pride for PC gamers to have to work a little harder to get their games working the way they want.
I haven't seen a dip anywhere in frame rate even with this mod active.
the game is a MASTERPIECE, they should treat and serve it as a MASTERPIECE.

People loved the made-with-love ground beef that is Dark Souls, and when people asked for it to be a burger, they serve it in moldy ass buns. But that's okay, right? It's not like that mold sandwich would sell better if it was also made with love...
They used keyframing, locking the animations to the frame rate (like a lot of older games did) so if you go beyond 30, the game just speeds up.

And those games are horrible Western ports but that doesn't change anything about the Japanese general incompetence, there are a lot of better or even good ports from Western games than decent Japanese ports. Thanks for derailing my point by the way.

It was locked at an internal 1024x720 or something in that region and upscaled from there on out.
If they want my money, this goes for other devs too, they'll have to try a bit harder than that. Crikey!
Don't need to be a masochist to be good at this game. Most old school PC gamers would be right at home with this game.
It only wants you to play smartly, and if you play smartly you will not be punished. Similar to the original metal gear solid, which I would rank to the same level of "difficulty". If you didn't understand how the game was meant to be played you will FAIL miserably.
Of course you will die... unless you have the mental agility to figure out a plan of killing every single boss, or don't fumble on the controls once in a while when some environmental hazard is rolling your way. But tis the way with any game wouldn't ya say?

I didn't derail your point, I just brought attention to the fact that Japanese developers are far from being the only ones that doesn't know how to make PC ports. Most developers focus on consoles, so it's not surprising they are not very accostumed in developing for PCs.
You can blame the publisher more than the devs if you do any research into it at all

This coming from someone that has probably spent well over $2000 in parts for her PC. People bitch and moan too damn much about stupid shit like 30fps and other generally insignificant numbers. As long as the game runs smooth and is fully playable it has succeeded.
There are games that do feel better at 60fps or higher, fighting games rely heavily on frames when you become an expert(most people never make it to this level). In FPS games, a higher FPS makes the game feel smoother and might make you more responsive. Even if your an average/mediocre player the higher FPS might improve your enjoyment of a fast paced FPS game. A slower paced RPG on the other hand doesn't need the fluidity of 60 fps, in fact I would argue that some games do in fact look, feel and play better at 30 frames than they would at 60.
I would also reckon that most of you play with V-Sync on because graphics are uber important(I know I do). V-Sync, post processing, and other goodies probably waste more milliseconds of your response time if everyone is on the same playing field.
Not trying to defend the game, but this is one case where they went out and decided to port the game on the whim of a petition. Admitted to having some issues, and probably are doing their best to make the game playable rather than implementing PC exclusive features.
Hell I remember a day when PC gamers played games for fun, and didn't whine all day about console ports and 30fps. I mean try playing Quake 3 on a voodoo 2 @ 640 x 480 in 16-bits of amazing color.
I really want to buy this game, but I'm unsure if I should just wait for more fan made patches. And I can't stand playing games on my pc where the controls are attributed to controller buttons by default.
