Possibly, other NCSoft games are on it, but NCSoft really likes their kinda-shitty launcher.

Wait what. I know that F2P models are usually just there so that you're shat on until you actually pay a subscription fee, but this seems... really excessive. Especially considering these are all of the features that made CoX worth coming back to for the past five years. Fantastic character creator and scores of power set combinations? Have fun not playing any of your concepts. Wanna take advantage of the only real advantage of the last expansion pack with alignment change? Nope. Remember how we advertised the everliving fuck out of the mission creator? Subscribe. Want to get double-XP bonuses when logged out like every other MMO in existence? Lolno.
I mean, no shit off my back since I was more than willing to plop down fifteen bucks whenever I had an urge to come back to it (it was my first real MMO!), but you catch more flies with honey than vinegar. Having a whole bunch of new players who are dropping in for free but not getting to experience a fraction of the game's potential isn't likely to keep them onboard any longer than some other free MMO.
Used to play CoH/V (free month on one, free month on the other), and I did like them, although they were very typical of MMO's, "defeat x people", plus I hated the fact that Villains was just Heroes with a splash of dark paint. You still ended up saving people! I'd rather be mugging random passers by, throwing their car through their window, setting of nukes in residential homes, the kinda thing villains SHOULD do!
@RitualNet: You would probably enjoy the chaos missions on the villain city of CoX. It's a timed mission, but you extend the clock by liberally wrecking shit up in the city.
I'll be curious to see how this works.
