It. Justs. Needs. Strong. Marketing.
Not every game is Call of Duty, with a $40-50M development cost and %200M marketing budget. And not every game expects to ship 25 million copies. A lot of games coming out have relatively low budgets of $5-20M, and 1 million would not particularly be considered a flop.
One example, Namco Bandai wanted Enslaved to do 1 million. I understand it did closer to 1/2 a million and broke even. You could argue that is a flop.
But then look at something like Demon's Souls. It must have done well over a million worldwide, but specifically did 1/2 a million in US by September last year - it is Atlus' best performing game in the US ever, was originally projected to sell 75K units. Two years on and its used as a prime example of a sleeper hit, and its spiritual sequel is my most anticipated game left this year. 1/2 a million US sales for that title was definitely not a flop.
That said, I grabbed the demo before PSN went down, and it didn't feel up to Okami's standard imo. Gonna wait to see plenty of reviews before I consider picking it up...
